VESTAVIA HILLS, Ala. — Principal Lauren Dressback didn’t think about it after it happened. After all, she was workplace-close with Wesley Smith, the custodian at Cahaba Heights Elementary School, in this affluent suburb of Birmingham. She called him “the mayor.” She said that he knew her two children, asked about her family almost daily and made a point of interacting. “Every day, a huge bear hug,” she recalled.  

So, when Dressback, just after last Valentine’s Day, asked Smith to come into the nurse’s office and shut the door, and then shared three photos on her phone of who she had just started dating, it felt ordinary. Afterward, she said, “I just moved right on about my day.” 

But the 2 minute, 13 second-exchange — captured on video by the nurse — would prove fateful.  

In a few short months, after a two-decade career, Dressback, a popular educator, would go from Vestavia Hills City school district darling to controversial figure after she came out as gay, divorced her husband, and began dating a Black woman.  

Within days of showing the custodian the photos, she was ordered to leave the building and was barred from district property. Soon, she found herself facing a litany of questions from district leaders about a seemingly minor issue: employee timesheets. In April, she was officially placed on administrative leave. On May 2, during a packed school board meeting, she was demoted, replaced as principal, and sent to run the district’s alternative high school. 

At that school board meeting, as he had for weeks, Todd Freeman, the superintendent, refused to offer an explanation, even to Dressback. Rather, at the beginning of the meeting, he read a statement that “we have not, cannot, and will not make personnel decisions based on an individual’s race, sex, sexual orientation, religion, national origin or disability.” (When contacted, Vestavia Hills City Schools spokesperson Whit McGhee said the district would not discuss confidential personnel matters and declined to make Freeman available for an interview. He provided links to school board meeting minutes, district policies and Alabama educator codes without explaining how they applied in Dressback’s case. Freeman and two other district officials involved in the situation did not respond to emails requesting interviews or a list of detailed questions.)

Despite Freeman’s assertion regarding personnel decisions, many people in the community believe differently. So many, in fact, that “the Dressback situation” has lit up social media (one TikTok post has more than 313,000 views), spurred supermarket conversations and online chatter — and challenged allegiances.  

“The entire situation has divided the community,” said Abbey Skipper, a parent at Cahaba Heights Elementary. Some people, she said, are “trying to label everyone who is on the side of Dressback as leftists or Democrats or radicals” and assuming “everyone who supports the superintendent and the board is a Republican — which isn’t true.”  

A private Facebook group, “We Stand With Lauren” quickly gathered 983 members, while a public Facebook post by a fifth grade teacher at Cahaba Heights complained of the “news frenzy and whirlwind of social media misinformation” and stated that, “We Stand for Our Superintendent, Our District Office, Our Board, and our new principal, Kim Polson.” The May 8 teacher post, which got 287 likes and 135 comments, both in support and challenging the post, went on to say, “To do our jobs to the best of our ability, we trust the people who have been charged to lead us.”

Alabama has among the strictest anti-gay policies in the nation. This past legislative session, the House passed a bill to ban LGBTQ+ flags and symbols from schools. It also expands to middle schools the current “Don’t Say Gay” law, which prohibits instruction or discussion of LGBTQ+ issues in elementary schools. Its sponsor, Rep. Mack Butler, who represents a suburban community in northeast Alabama, stated that it could “purify the schools just a little bit.” He later walked back the comment. The bill died in the Senate, but Butler has vowed to reintroduce it next session. 

The bill was one of dozens introduced or passed in states around the country restricting classroom discussion of gender identity, books with LGBTQ+ characters and displays of pride symbols. The laws have contributed to a climate in which “every classroom has been turned into a front” in a battle, said Melanie Willingham-Jaggers, executive director of GLSEN, which advocates for LGBTQ+ individuals in K-12 education. “Every educator, every administrator now has to be on that front line every single day,” she said. “We’re seeing educators leave because of the strain of the job made worse by the political moment we’re in and we’re also seeing because of the political moment we’re in, educators being targeted for their personal identity.” 

Tiffany Wright, a professor at Millersville University in Pennsylvania who studies the experience of LGBTQ+ educators, said right now many “are very on edge.”* Wright and her colleagues have surveyed LGBTQ+ educators four times since 2007, with new 2024 data to be released in November. While the past decade has seen strides toward acceptance, “the regional differences are huge,” she said. “Folks in the South definitely felt less safe being out to their communities and students.” November’s presidential and statewide elections could yield even sharper differences in LGBTQ+ protections between red and blue states.  

While quite a few states long had laws barring discrimination based on sexual orientation, it took a 2020 Supreme Court decision, Bostock v. Clayton County, to bring such protections to Alabama. That changed landscape spurred Dressback to engage lawyer Jon Goldfarb, who filed a complaint alleging work-based discrimination with the federal Equal Employment Opportunity Commission, which is investigating. This fall, he expects to file a separate federal civil rights complaint. In 30 years of practice in Alabama, Goldfarb said, “I’ve had a lot of people that have come to me and complain about being discriminated against because of their sexual orientation.” Until Bostock, he would tell them, “There is nothing we can do.” 

A review of Dressback’s personnel file shows no reprimands until June, when she received an evaluation questioning her professional conduct that followed her filing the EEOC complaint. This raises a question: Why was she removed?  

Dressback’s situation, however, is about more than the law. It also challenges her place in the white Christian, predominantly conservative community she grew up in, belongs to and loves. And it offers a test case in a divided political time: Will her removal and the outcry that followed harden partisan alignments — or shake them? Even in Alabama, a Pew Research Center survey shows, more than one-third of those who lean Republican say homosexuality should be accepted.

Brian DeMarco, a local attorney and high school classmate of Dressback’s, was sporting bright print swim trunks, a T-shirt and a Vestavia Hills baseball cap when we met at the public swimming pool where he’d brought his kids. We sat at a picnic table; the squeals of children released to the joys of summer carried in the warm Alabama air. He said he understands why some people may not be comfortable with a gay elementary school principal. 

“Her coming out as an educator, being around children, I think that frightens people, certain people all over the country,” he said. And in the South, in a conservative town, “it does become a bigger issue to people.” Politically, DeMarco tends “to swing right,” but sent Dressback a message of support on Facebook. “Everybody that knows Lauren  knows she is a good person,” he said. 

In fact, Dressback’s case has spurred public outrage because so many people do  know her. She attended Vestavia Hills Public Schools — Class of 1997 — and her mother, now retired, was a popular high school English teacher and yearbook adviser. She followed her parents into education (her father was a geography professor) and returned to teach social studies at the high school.  

In 2015, she was named secondary teacher of the year; in 2017, the graduating class dedicated the yearbook to her. She moved into administration and advanced; in 2022 she was appointed principal of Cahaba Heights Elementary School. She was awarded a three-year contract, effective July 2023, following a probationary year. In December — weeks before she was told to gather her things and was escorted off school grounds — she was given a positive write-up by an assistant superintendent who observed her running a meeting of teachers about the school’s “core values.” 

It also matters that this story is unfolding in Vestavia Hills. The city’s motto is “A Life Above,” and the municipal website declares that it “exemplifies the ideals of fine southern hospitality.” The community was born as a post-World War II subdivision and incorporated in 1950 with 3,000 residents (it now has 38,000). It is an effortfully attractive place with well-kept painted brick homes and clipped lawns. It is named for Vestavia, the exotic estate of former Birmingham Mayor George C. Ward whose Roman-inspired home was here. The 1930s-era news accounts describe lavish parties with male servers draped in togas. 

Vestavia Hills is also one of the “over the mountain” suburbs of Birmingham. When you drive over Red Mountain out of the urban core with its reminders of steelmaking and jazz, of Martin Luther King Jr. and the Negro Leagues, away from streets where shabbily dressed men push wheeled contrivances, where pride flags fly and breweries sprout, where drag queens coexist with affirming churches, you enter a different world. Birmingham is a Black city; Vestavia Hills is 86 percent white.

And like surrounding white suburbs of Mountain Brook, Homewood and Hoover, Vestavia Hills competes on lifestyle, including its public schools. Alabama is hardly an education leader, yet the four districts earn mention in U.S. News rankings. Church is also central to life here; biographies for public officials name which they attend.  

“You move a child into the school system, there’s two questions they’re asked,” Julianne Julian, a resident and another Dressback high school classmate, said when we met at a coveted rear table inside the Diplomat Deli, a popular Vestavia Hills lunch spot. “Who are you for as far as football — Alabama? Auburn? — and what church do you go to?” 

Teams matter in Vestavia Hills — the high school’s in particular. The district itself was founded in 1970 amid federal desegregation orders, when residents broke away from the Jefferson County Schools and agreed to pay an extra tax. They adopted the Rebel Man in Civil War military uniform as the district’s mascot. Dressback’s 1996 junior year high school yearbook includes a photo of students at a rally waving massive Confederate flags. “It was just kind of the way we were growing up,” said DeMarco, who in high school displayed a Confederate flag on his Nissan pickup. “It was just kind of cool.” 

It wasn’t until 2015 that the district considered changing the mascot. After contentious public meetings in which some argued that the mascot and flag were not racist — a point ridiculed by John Oliver on national television — the district chose to adopt the 1Rebel rebrand. (Mess with one Rebel and you mess with us all, is the concept. They are still called “The Rebels,” but simply use the letters “VH.”)

When I met with Dressback, days after school let out, she answered the door to her apartment wearing a T-shirt that read “love. empathy. compassion. inclusion. justice. kindness.” She looked like she could use every one of those things.  

She was welcoming, but said she was nervous about talking. She had not spoken publicly since she was escorted out of Cahaba Heights Elementary in February. We sat at her dining table — I brought an Italian sub, no onions or peppers, hot, from Diplomat Deli, Dressback’s regular order — and in our conversations then and later, she appeared to believe the best about people. 

Others in Vestavia clearly believe the best about her: Since things erupted, her phone has pinged with messages, including from former students. “Thank you for making an impact on my life,” said one of the many that she shared with me. “You stood up for me in class when someone made fun of me for having depression and I’ll never forget that,” wrote another. And, “you may not remember me, but I had you as a teacher during my time at VHHS and even when I was not your student, I still saw you as a person who cared for all students, not just the ones on your roster.” (Dressback said she has “not received any negative messages. Not one.”) 

At Cahaba Heights, parents noticed her gift for calming children with behavior issues. A mother of twins who got tripped up by transitions (drop-off is “the hardest part of our morning”) said that, with Dressback greeting them at the curb, “We didn’t have that struggle this year at all.” Sometimes Dressback would slip on a wig or costume — Santa, Minion, astronaut, among others; before winter breaks she donned an elf outfit and climbed atop the brick marquee in front of the school to the delight of arriving children and passing cars. She wanted to remind everyone that school is fun. 

“Her love for the children just reached every square inch of the school,” said Skipper, the Cahaba Heights parent of a second grader who moved to the neighborhood specifically for the school. Her removal “plunged me into grief. I couldn’t eat, I couldn’t sleep, I lost weight. The amount of upset was palpable. I loved her. She loved my child.” 

As we sat at her dining table, Dressback shared that she sensed she was gay in high school but said that “it sort of felt clear to me that I couldn’t have that life here.” The only gay people she knew well were two family members. When her Uncle Dennis died of complications from HIV and her cousin Robyn died by suicide, as upset as she was, being out was tough to imagine.  

The tragedies coincided with her time at Samford University, the private Baptist college where her father taught. “It’s one of the most religiously conservative schools in the nation,” she said. “You go to Samford to not be different.” And it was there in a geography class that she met Shane Dressback, when the two arrived early one day and “started chit-chatting.” They were engaged the next year, and married in January 2001, just after her December graduation. 

“I met Shane and did very genuinely fall in love with him,” she said. “He is a wonderful man.” They had two children —  Kaylee graduated from college in May and is playing semi-pro soccer, and Tyler is a senior in high school — and were consumed with family life. But then, as she approached becoming an empty nester, Dressback began having panic attacks around being gay, she said, feeling that “I’ve pushed this down for a really long time.”

This past December, she came out to Shane. They didn’t speak for more than 24 hours. Then, she texted him to say she was going to church. Minutes after the service began, she told me, “He texted me and said, ‘I’m here. May I come sit by you?’ So, we sat together at this church service. Both of us cried the whole way through it.” 

Shane Dressback told me that he struggled with the news. On one of his worst days, however, he said that God told him to love her “no matter what.” The next day, he told Lauren, “I was going to love her unconditionally and unconventionally.” The marriage ending was painful, but they remain close. “I know she loved me for 23 years,” he said. “There was nothing fake there.”  

The two held hands as they told their children and parents. They divorced, sold their home and rented apartments near one another. They still have family dinners and Shane cooks; leftovers of “Daddy’s Jambalaya” were in the refrigerator of Lauren Dressback’s apartment when I visited. Kaylee came by with her goldendoodle, Dixie, to grab a helping for lunch. 

Throughout Dressback’s ordeal with the school district, Shane has been her defender. “Lauren is a child of God and should be treated as such,” he said, as we sat at a friend’s brewery during off-hours. He knows her to be professionally excellent; her personal life should not matter. “It was no one’s business what was going on in our bedroom beforehand and I don’t think that’s anybody’s business now,” he said. “People have drawn a line in the sand where I think it needs to be more about, you know, loving people as Jesus did.” 

Shane was the one who urged Dressback to attend a brunch in early February organized by members of a LILLES Facebook group, which connects later-in-life lesbians. There she met her girlfriend, Angela Whitlock, a former medical operations officer in the U.S. Army and law student (she graduated in May). The two began a relationship that appears to charm and steady Dressback. At a dinner during my visit, they held hands under the table.  

Dressback says she came out to Freeman, the superintendent, at the end of a one-on-one meeting in January in the spirit of transparency. But the incident that appears central to Dressback’s removal unfolded just after Valentine’s Day, when Dressback asked Smith, the custodian, to come into the office of nurse Julie Corley, whom she described as a close friend at the time, and “close the door.”  

Dressback said it was Corley’s idea to show Smith the photos to see his reaction. He was in the lunchroom near Corley’s office. The brief exchange between Dressback and Smith was captured on video. (Dressback said she did not initially notice Corley filming, but did not stop her when she did, something she now regrets.) Corley did not respond to several interview requests by email and text, and, when reached by phone, said she was not interested in speaking and hung up. Dressback said she has not had any communication with Corley since being removed. 

“You shared something about your past, I was going to share something with you,” Dressback says to Smith in the video. “Do you want to see a picture of who I’m dating?” She and Whitlock had had their third date on Feb. 14. He says reflexively, “Shane?” She responds, “He’s my ex-husband.” Smith appears surprised. “April Fool?” and asks how long they were married. She says, “23 years.” He expresses disbelief. “You and him broke up?” Dressback holds out her phone to show a photo of her and Whitlock. 

“Who the hell is this? I mean, Who is this?” he asks. Several times Smith states that he doesn’t believe it. She hands him her phone. “Bullshit!” he exclaims as he looks at the three photos. “Stop lyin’!” There is one of Whitlock kissing Dressback on the cheek, one with their faces cheek to cheek and one in which they are sitting at a bar with Dressback’s arms around Whitlock, their noses touching. Smith then says, “Wow, I’m sorry,” and pulls her into a hug. “Once you go Black, baby, you don’t go back,” he quips. She groans at his attempt at humor.  

Dressback’s lawyer said that an affidavit the district obtained from Smith “appears to be in conflict on several points with what the video shows,” including a claim that he was made uncomfortable by the encounter. When reached by phone, Smith insisted, “I made no type of statement” even as district officials were “coming at me” seeking to query him, he said. “I hadn’t talked to nobody about the incident.”  

(McGhee, the school district spokesperson, declined to provide answers to specific questions, including regarding the apparent affidavit from Smith.)

Days after Dressback shared the photos, on the morning of Feb. 23, Meredith Hanson, the district’s director of personnel, and Aimee Rainey, the assistant superintendent who had given Dressback the positive write-up in December, arrived at Cahaba Heights for a surprise meeting. Dressback said they told her that someone had complained that she shared “explicit” details of her relationship at a meeting with teachers. Dressback knew that to be untrue. “I kind of relaxed because I was like, ‘Oh, yeah, that absolutely did not happen,’” she recalled. 

They questioned her in a way she found confusing. She asked for details of the complaint, but was told, “You know, ‘explicit.’ And I’m like, I know what ‘explicit’ means. Like are you going to tell me what they said I said or what?” They asked if she showed Smith photos of her and her girlfriend. She said she did. Meanwhile, she observed to me later, “There is a picture of Shane and me kissing on our lips at our wedding on the bookshelf right behind them.” (Hanson and Rainey did not respond to interview requests or to a list of detailed questions for this story.) 

Dressback says she was then told to gather her belongings, and that she was being placed on “detached duty,” requiring that she work from home. She was barred from school property. She was escorted from the building, which she said made her feel “like a criminal.” She expected to be gone for a few days.  

But several days later, Dressback was informed of a new problem: timesheets. In January, she had met with staff to remind them about clocking in and out (everyone must clock in, and paraprofessionals must clock out during lunch).  

On March 4, while still barred from the Cahaba Heights campus, Dressback met with Freeman, Rainey and Hanson in the conference room at the central office to discuss timesheets. Two days later, she was told that the following morning, March 7, she was to fire two employees for irregularities on their timesheets. One, she knew, had an attendance problem. She said that she had already discussed with Hanson not renewing him at the end of the school year.  

The other was a close friend, Stefanie Robinson, a paraprofessional who worked with students with severe disabilities, including those requiring help with feeding and diapering. Robinson often stayed in the classroom during her lunch breaks to aid the special education teacher because one student had as many as 30 seizures a day. When I met Robinson at her home, she acknowledged to sometimes forgetting to clock out or in, or not being able to do so if she was attending to a child’s needs. “If I’m in a massive diaper situation, I’m not going to remember to clock out, or if I’m helping a kid that’s having a seizure or, you know, one that’s in crisis,” Robinson told me.  

What most upset Robinson, however, was that shortly after Dressback was escorted out of the school and placed on “detached duty,” requiring she work from home, Robinson faced 45 minutes of questioning by Hanson and Rainey about Dressback’s dating life that she says “felt like an interrogation.” After confirming that she and Dressback were close, Robinson says she was asked questions such as, “When Lauren goes on a date, what does she say happens? And I was like, ‘What do you mean? What do you want to know?” They pressed: “Well, when she goes on a date and the date ends, what does she say happens after that?” Robinson insisted, “I don’t ask her how her date ended.”

On March 7 at 5:58 a.m., Robinson received a text from Hanson asking her “to start your day at the Board of Education” instead of Cahaba Heights. As soon as she arrived at the central office, she saw Dressback in the room; Dressback said Freeman had told her to fire Robinson. “I could tell she’d been crying,” said Robinson. “And I just smiled at her, I was like, ‘It’s OK.’” Robinson recalled Dressback saying, “in the most robotic tone, ‘It’s my recommendation to the board that your contract be terminated immediately.’” 

She hugged Dressback, told her she loved her, and left. Robinson texted the parent of one of her students, a second grade girl who is nonverbal, uses a wheelchair and has cerebral palsy and epilepsy. The girl’s mom, Payton Smith, no relation to Wesley, told me that she’d appreciated how Dressback had welcomed her child to the school a few years earlier. The principal had asked, “‘What do we need to do to make your kid feel comfortable?’ and recognized her as a child,” and not a set of legal educational requirements to meet, Smith recalled. Despite Robinson’s key role in her daughter’s education, Smith said she was not officially notified until March 19 — nearly two weeks later — via email that “Mrs. Robinson is no longer working at VHECH,” district shorthand for Cahaba Heights. 

Yet an email of district documentation shared with me states the date of Robinson’s leaving as April 5, and said that she had resigned. Nonetheless, the district continued to pay her for the rest of the school year, which she said felt “like I was being paid off because they knew what they did was wrong.” She is now a clinical research data coordinator for University of Alabama at Birmingham School of Medicine. (Neither McGhee, the district spokesperson, nor Hanson, in charge of HR, responded to email requests seeking comment on why Robinson was fired, the claim that she had resigned, or the discrepancy in her pay.)  

Meanwhile, on March 13, Dressback emailed Freeman asking to be reinstated to her position at Cahaba Heights, immediately. “I believe the action the system has taken against me is discrimination because of my sexual orientation, my interracial relationship, and my gender,” she wrote. The next day, Goldfarb, her lawyer, filed the EEOC complaint. (He later amended it to allege additional discrimination and that the district had retaliated against her for the filing.)  

On April 18, Dressback received a letter signed by Freeman officially placing her on administrative leave. It states that she is “not to contact any employees of the Vestavia Hills Board of Education related to your or their employment or relationship with the Vestavia Hills City Schools.” The letter does not state a reason for the action.

As a result, to parents and some educators, Dressback seemed to have vanished. “I thought like, ‘Oh, I bet she’s sick. That’s really sad,’” said Lindsay Morton, a Cahaba Heights parent, a reaction echoed by others. Then, on April 27, two of Dressback’s classmates from high school posted videos on social media.  

“Where is Principal Dressback???” a schoolmate and friend, Karl Julian, titled a video on his YouTube channel. It has been viewed more than 11,000 times. Lauren Pilleteri Reece, who as laurenpcrna has 228.7K followers on TikTok, posted several videos narrating Dressback’s battle; the first has more than 313,000 views and 3,400 comments. Reece has known Dressback since high school. 

When the Vestavia Hills School Board called a meeting five days later, on May 2, to take up Dressback’s employment, everyone seemed to know about it. People rallied outside the district headquarters holding posters with messages such as “We Stand with Principal Dressback” and “Love is Love.” Many people wore green, Dressback’s favorite color, to signal support. Local TV and news reporters showed up.  

The room thrummed with emotion. There were angry, even tearful Cahaba Heights Elementary parents, teachers and retired teachers, students, former classmates and others who knew Dressback, plus some who didn’t know her. “I’ve never met her, I just know she had been wronged,” said Jim Whisenhunt, an advertising executive whose children, now grown, attended Vestavia Hills public schools.  

Dressback, fearing that she could not keep her composure, did not attend. Those who did attend had a lot to share. But before public comments were permitted or a vote was taken, Freeman read the prepared statement in which he said he wanted “to address, in general, personnel decisions made by the board.” He went on to say that they “have not, cannot, and will not make personnel decisions based on an individual’s race, sex, sexual orientation, religion, national origin, or disability” and that “all of our decisions are vetted thoroughly and thoughtfully.” He added that “district employees contribute to academic excellence and are committed to our mission to provide every child in our schools the opportunity to learn without limits.” Then, over the objections of many in the audience who demanded a chance to comment before a vote was taken, the board officially transferred Dressback from Cahaba Heights Elementary to the alternative school.  

When public comments began, the outrage was obvious. “We may color outside of your lines a little bit, but coloring outside of your lines at no point does that ever mean that we are unprofessional. Lauren did not become unprofessional overnight,” said a charged-up Reece, who also came out as an adult. “You started looking at her as unprofessional overnight.”  

Rep. Neil Rafferty, a Democrat who represents Birmingham, stated that he “felt compelled to drive straight here” after “a long week in Montgomery” even though it is not his district. “We are all watching this. It is not just a Vestavia Hills issue anymore,” said Rafferty, the only openly gay member of the Alabama Legislature. The action, he said, signals “to your students who might be LGBTQ that they don’t matter.” 

Rev. Julie Conrady, minister of the Unitarian Universalist Churches of Birmingham and Tuscaloosa, and president of a local interfaith group, stood up to speak. “You are sending her a message that in Vestavia Hills it is not OK to be LGBTQ,” she told the board and superintendent. “You should not be punished in your job in 2024 because of who you love.” Conrady, in black liturgical robe and green stole, told the crowd “that there are consequences here for all these people. I want you to get pictures of every single name and vote them the hell out!” (The school board is appointed by the City Council, not elected.) 

Another speaker, Allison Black Cornelius, who said she was “a conservative Republican,” focused on what seemed to make this issue explode: the silence. The superintendent and board had given no explanation, even to Dressback, as to why she was removed and now demoted, she said. “When you wait this long,” said Cornelius, “it puts this person in this black cloud.” 

Her point underscored a question others raised at the meeting to a board that largely remained silent: If Dressback did something so egregious as to require she be escorted from school and barred from district property, why was she suitable to lead the alternative school? The district declined to answer this question. 

The division, so apparent at that meeting, seemed to only harden a few weeks later during the board’s annual meeting on May 28. A group supporting the board and superintendent appeared in blue T-shirts and applauded after the board gave Freeman a new four-year contract that included a raise to $239,500 (he was paid $190,000 when he was hired in 2018) plus perks. Dressback supporters in green again spoke, sharing their frustration.

This is not the first time Vestavia Hills City Schools have made unpopular personnel moves. In August 2020, Tyler Burgess, a well-loved bow-tied principal, was removed as head of the high school and assigned to oversee remote learning during Covid, when many classes were online; the board voted not to renew his contract in March 2021. Students organized a protest; 3,134 people signed a petition calling for his reinstatement. The board and superintendent did not provide an explanation for their decision. Burgess, who has a doctorate in education, is now director of learning and development at a large construction firm. He did not respond to multiple interview requests. 

Danielle Tinker came to Vestavia Hills after more than a dozen years in Birmingham and Jefferson County schools, first as assistant principal at Liberty Park Elementary. In spring 2021, she was selected as principal of Cahaba Heights. From the start, Tinker, who is Black, felt unwelcome at the school where the teaching staff was nearly all white, she told me when we met for lunch. The day she was introduced as the new principal, a staff member emailed her, saying that “Cahaba Heights is a family” and that “today was hard on this family,” according to a copy of the email that she shared with me. Tinker said she was told by staff that the faculty had wanted a different principal; a later inquiry confirmed that staff felt “blindsided” when she was selected over that individual. 

As principal, Tinker raised questions with Rainey, the assistant superintendent, over student articles in a fall 2021 newsletter, including two about race. They were titled “Anti-Racist Kids: Leading the Way to New Beginnings” and “Learning About Racism: How It Can Change Lives.” Tinker told me she feared those articles would be “more fluff than addressing the actual challenge” with claims such as “Racism is part of our lives, but it doesn’t have to be a bad thing if we are the ones ending it.” Rainey agreed to pause publication of the newsletter, which she said upset several teachers who wanted it published.  

On Dec. 16, 2021, several hours after Tinker told teachers that publication was being paused, Tinker emailed Hanson raising an “employee concern” after one of the teachers “stormed down the hallway” and was “pointing at me and yelling,” according to a copy of Tinker’s email exchanges that she shared with me. The next day, Tinker received a letter from Freeman stating that he was recommending she be transferred to the alternative school, effective Jan. 3. In March, Tinker filed a complaint of racial discrimination with the EEOC and resigned, using her remaining personal time to cover her pay for the remainder of the school year. In February 2023, she and the district reached a settlement for an undisclosed amount. She is using the money to attend law school. (McGhee, the district spokesperson, did not answer questions about Tinker or Burgess; Rainey and Hanson also did not respond.)

On my last day in town in early June, Dressback gave me a guided tour of Vestavia Hills. We met inside the Diplomat Deli; Reece, Dressback’s high school classmate with the large TikTok following, joined us. As we walked out, Dressback, wearing a Care Bears T-shirt, showed off a new tattoo on her left forearm. In typewriter font it reads, “Speak the truth, even if your voice shakes.” 

I slid into the passenger seat of her car, a red Buick Encore whose license plate reads “DBACK.” Reece hopped in back. An order of fries from Milo’s, a favorite Dressback fast-food spot since high school, leaned in a cup holder. Soon, we passed places they hung out as kids, schools they attended, new neighborhoods and old, the spot at Vestavia Country Club with a panoramic view where kids still take prom photos.  

The discussion jumbled together past and present, reminding these childhood friends — both of whom came out as adults — how much has changed. And how much has not. When we reached Vestavia Hills High School, Dressback stopped near a small sign at sidewalk level that reads “Alternative Placement” with an arrow. I descended metal stairs that span a rocky embankment; the alternative school, Dressback’s new assignment, is subterranean, its entrance nearly hidden from view. If architecture can relay shame, it might look like this. 

Yet when I returned to the car, Dressback told me she saw the alternative school as an opportunity rather than an exit. The school has often operated without a principal (Tinker never stepped inside or interacted with students, partly because of the Covid pandemic). At that late May school board meeting, Freeman could not say how many pupils attend the school. But Dressback was struck by what DeMarco, her classmate, told her. As a student, he spent time at the alternative school; he could have used someone like her. 

“I’m not gonna just go and sit and read a book. I can’t do that,” Dressback said, as she pulled out of the high school driveway. She wanted to make it a place less about punishment and more about connecting with kids for whom the traditional school is not a fit. It should not be a dumping ground for educators or for kids, she said. “My mindset is I’m gonna go and I’m gonna make this the best damn alternative school in the state.” 

In other words, Dressback is not willing to let go or to disappear. Yet “the Dressback situation” is hardly resolved. A few days after my visit, in early June, Dressback met with Freeman to receive an official performance review for the 2023-24 academic year, a copy of which she shared with me. It was the first official yearly evaluation she had been given in her career in the district despite a stipulation in her contract that this occur annually, she said. It is searing. It finds that her “job performance is unsatisfactory.” The report was sent to the state Department of Education, per Alabama code requiring that personnel records and “investigative information” of employees placed on administrative leave for cause be reviewed by the department. 

Most damning are six bullet points of claims. One alludes to Robinson’s employment and the timesheet matter. The most explosive is cast as “failure to demonstrate moderation, restraint, and civility in dealing with employees” and includes salacious assertions, including “public displays of affection and of photographs which would not, for example, be tolerated even among high school students” — presumably a reference to the photos shown to Smith, the custodian. It includes a charge Dressback had never heard before: a claim of “remote activation by your husband of a sexual toy on your person while you were in a school meeting.”

Dressback was floored by the charges, and countered each in her rebuttal, which she asked to have filed with the state Department of Education in response to Freeman’s report. Regarding the sex toy claim, Dressback wrote that it is “false. I have never done that, and I would never do that.” The very idea of “remote activation” of a sex toy by her husband was absurd, she said. “I wouldn’t think that I would need to remind you that my ex-husband and I are divorced, that I have recently come out as gay, and that I am now in a committed relationship with a woman,” she wrote. 

Such a thing never happened then, or in any school year, her rebuttal continued. She wrote that she “cannot imagine why you would credit this slanderous and irresponsible allegation” and include it in her personnel record, “other than to retaliate against me” for the EEOC filing.  

Her lawyer said in an email that the performance review “is further retaliation and an attempt to create further pretexts for the adverse employment actions the Board has already taken against her.”  

On Aug. 15, after the state Department of Education had reviewed the evaluation submitted by Freeman, the agency stated in a letter addressed to Dressback, cc’ing Freeman, that it had “examined information regarding an investigation in the Vestavia Hills City School System” and “decided to not take action against your Alabama Educator Certificate.” The same day, Freeman said in a letter to Dressback that she would “no longer be on administrative leave and may return to work” at the alternative school. 

It has been baffling and infuriating to some in the community as to how such charges surfaced so soon after Dressback was given a three-year contract extension last year.  The mystery that remains is why some people — people who were eager for her to continue leading the elementary school — now want her gone. The battle has been drawn up and is now readying to be fought. Dressback told me that beyond feeling driven to “defend my name and my integrity,” she wants to speak up for others who come after — or who are now silent.  

Of course, Dressback had hoped this could all be avoided. “I tried to just be the good employee,” she told me. “I thought if I just do what they ask me to do, this is gonna get wrapped up and I’ll go back to work” at Cahaba Heights.  

Notably, she still feels loyalty, even love, for Vestavia Hills and its school system.  

“Maybe I shouldn’t feel the allegiance I feel,” she said when we spoke over Zoom several weeks ago. “But I can’t just turn it off. It’s not like a water faucet. You know, it’s my home. It’s where I grew up and it’s where I chose to plant my career. As betrayed as I have felt, I just can’t turn my back on the system.” Rather, she wants to nudge it forward.

The pandemic disrupted education in previously unimaginable ways. It limited testing and pushed schools toward remote learning and easier assignments, along with softer grading and a more relaxed attitude around attendance.

These accommodations were supposed to be short-term, but most are still with us and are having a negative impact on students. This needs to change.

That’s why, as parents nationwide help their children settle into school this fall, they may want to ask questions about whether their kids are ready to dive into grade-level work — and, if not, find out what is being done to address that.

Four and a half years after the start of the pandemic, it’s time to raise the bar and stop making excuses for sagging achievement. Newly released data show that student growth in 2023-24 lagged behind pre-pandemic achievement levels in nearly every grade. That data follows the big declines in reading and math scores on the most recent Nation’s Report Card and the release of a study showing that high-needs districts have been recovering from the pandemic more slowly than their wealthier counterparts, worsening long-standing achievement gaps.

The pandemic also led to an explosion in chronic absenteeism, and we’ve seen only modest improvements. A recent study by USC researchers found a lack of concern about the issue among parents. School leaders also aren’t as worried as you’d expect, with only 15 percent saying they were “extremely concerned” about student absences in a survey released by the National Center for Education Statistics.

At the same time, we can see clear evidence of grade inflation in rising GPAs coupled with falling or flat test scores. And while I know that teachers are trying to be supportive, lowering expectations is harmful; recent research shows that students learn more from teachers who have higher grading standards.

However, the need to raise standards doesn’t just rest on the shoulders of teachers. Education leaders and policymakers are also making things too easy. After decades of raising the bar for what’s considered grade-level performance, several states have lowered their “cut scores,” or what it means to be deemed proficient on end-of-year achievement tests.

Many states are also cutting back on K-12 assessments and graduation requirements, despite the fact that they are critical to holding education systems accountable.

Even students don’t like the go-easy-on-them approach. In an op-ed for the Baltimore Sun, recent high school graduate Benjamin Handelman notes that what is more helpful is for teachers to show enthusiasm for the subjects they teach and offer rigorous and engaging learning opportunities.

That’s important for all students, but especially for those from historically marginalized groups, who are least likely to get interesting, high-level learning opportunities.

Keeping the bar low is going to make our kids less competitive when they leave school. It shocks me every time I hear people say, “Well, if everyone is behind, then no one is really behind.”

Eventually, young people will compete for jobs that aren’t going to have lower standards. In fact, employers will likely have higher expectations than a decade ago given advances in generative AI, the impact of technological advances on the world of work and a growing demand for employees with strong analytical, problem-solving and interpersonal skills.

Progress over time is central to our lives. When I was growing up, my competitive swimming coach was a former world record holder and Olympian. The time she had needed to be the fastest in the world in the 200-meter butterfly in 1963 was just barely fast enough for her daughter to qualify for the U.S. Olympic trials 30 years later.

We cannot be complacent about the fact that math achievement for 13-year-olds has fallen to levels not seen since the 1990s. That’s why I’m glad there are states and systems holding kids to high expectations. We can learn from them.

In Maryland, Superintendent of Schools Carey Wright has pledged to raise rigor, much like she did in Mississippi, which made major achievement gains under her stewardship. Her strategy, emulated by others, centers around raising standards and implementing evidence-based instructional strategies, most notably in reading. Mississippi is among three states, along with Illinois and Louisiana, where research shows that students have returned to pre-pandemic achievement levels in reading. Additional strategies adopted by Illinois and Louisiana include tutoring and interventions for struggling learners and professional development for educators.

These states show us that all students can succeed when challenged and supported with high expectations and opportunities to learn. That must be what we strive for to help all kids finally put the pandemic behind them.

In August, more than 300 students started the school year in the first traditional school run directly by the New Orleans school district since 2019. It’s the first time the district has opened its own school since Hurricane Katrina swept through the city nearly two decades ago.

The pre-K-8 school, named after New Orleans cultural and civil rights icon Leah Chase, came together in just a handful of months. Its opening ends the city’s five-year run as the only all-charter school district in the nation. Charter schools receive public funding, but are independently run. 

For some, the opening of the Leah Chase School is a symbol of stability. In a district that’s been out of the business of directly managing schools for five years, it is a tentative step toward a new era in the city where permanent, traditional neighborhood schools are more commonplace. NOLA Public Schools, the district’s official name, has about 41,600 students, 75 percent of whom are Black.

The decision to open the school in a short time also reflects shifting attitudes in the community and the Orleans Parish School Board, which was once committed to having only charter schools in the district. What happens with the Leah Chase School is a litmus test for a school system that was once considered failing in most metrics, and it will likely determine how it operates future schools, and when. 

“I think the opening of the Leah Chase School does mark a new period for New Orleans public schools,” said J. Celeste Lay, a political science professor at Tulane University who studies education policy. “I think they are more willing to consider directly running schools in ways we haven’t seen, certainly since Katrina.”

The dispute over who runs schools in Orleans Parish goes beyond the national debate over school choice. What happens when a city with a struggling school system gets swallowed by the sea, and how does that system recover when the waters recede?

The idea to open Leah Chase cropped up in January after a tense board meeting over the future of Lafayette Academy. That charter school, in New Orleans’ Uptown neighborhood, received an F rating on the state’s report card. Superintendent Avis Williams recommended revoking the school’s charter in November. Typically, a different charter group would offer to step in.

But when the December deadline for a new operator came and went with no charter group stepping up, Williams recommended that the board keep the school closed, requiring parents to find another option for their children.

At that time, she presented the obstacles to opening a district-run school, from the abbreviated timeline to hire staff and adopt curriculum to planning for the city’s declining birth rate and drop in district enrollment.

Board members ultimately approved the superintendent’s recommendation, but they made it clear: If the school is closing, the district should have a plan to replace it.

A day after the January board meeting, the superintendent made a sharp turn. The district would run the school after all, in the building that had been occupied by Lafayette Academy.

Williams said the decision to open the school was what the board, and community, wanted.

“That was just something the community has impressed upon our board members, and they did vote unanimously for us to direct-run the Leah Chase School and for us to direct-run more schools,” Williams said. 

Both the Recovery School District – a special statewide district created to manage underperforming schools – and New Orleans Public Schools had poured money into renovating and abating asbestos in the building that housed Lafayette Academy that is now the site of the Leah Chase School. That was one factor in wanting to keep this particular building open. But more than anything, the decision stemmed from a growing sentiment in the community, and among newer board members, that it’s time for the district to have a traditional school again, said Carlos Zervigon, a member of the Orleans Parish School Board whose district includes the Leah Chase School.

“There’s a sense that if we’re a system of choice and a system of innovation, one choice should be a school run in a traditional way by the school district directly, with a focus on the neighborhood,” Zervigon said. “That should be one of the choices, and there’s a strong feeling about that.” 

In its first week open, the Leah Chase School had already met the goals district leaders outlined for it. The school has a full staff, a principal, a bus transportation system and more than 300 students enrolled — many of whom transferred from Lafayette.

“My expectation was certainly that there would be some glitches, but it was a seamless day,” said Williams, the superintendent.

The district still has logistical questions to answer. School enrollment in NOLA has dropped by about 5 percent — 2,400 students in five years, according to the district — and if enrollment continues to fall, more school closures are on the horizon. That’s something the superintendent has been tasked with addressing in a five-year plan she’s set to present to the board this fall, along with goals for future traditional public schools.

“That’s part of the optimization plan — we’re looking at size of schools, number of seats available,” said Leila Jacobs Eames, vice president of the Orleans Parish School Board and one of the board’s more vocal advocates for traditional schools.

Financially, the district will need to open more traditional schools to cover the cost of district office staff required to run schools. The district is currently using its fund balance to cover much of the start-up costs for the Leah Chase School. 

“The question is, with their skeleton crew, can they do all that and create the internal capacity to operate schools again?” said Douglas N. Harris, a professor at Tulane University and director of the National Center for Research on Education Access and Choice. “And the larger question — will they be good at it?”

Hurricane Katrina was the catalyst that resulted in New Orleans’ charter-focused district, but the district’s poor performance, and the city’s broken trust in the school system, predates the devastating storm. In 2004, one year before Katrina, only half of high school students were graduating, and under a quarter of seniors were enrolling in college. School board members and officials were indicted on corruption charges stemming from millions of unaccounted-for dollars. The 2005 hurricane pushed a district already on the brink into collapse.

When Katrina destroyed nearly 90 percent of the public schools in the city, the state’s Recovery School District took most of them over, while the Orleans Parish School Board still had control of a few schools. The years immediately following Katrina were chaotic — schools opened, and closed, on a dime. 

“You had kids that were switching schools every other year because their school would close or their school would transition” to a charter school, “would take on new grades or close certain grades. It was a crazy, terrible time,” said Lay.

Slowly, the few remaining noncharter schools transitioned into charter schools. The arguments in favor of a charter system were numerous: Academic and school management decisions would be left to schools instead of to a district with a history of corruption; charters gave students the opportunity to attend schools outside of their neighborhoods; and the new system brought the promise of change for a city that desperately needed better options.

But it also left a bitter taste. There were concerns about shifting power from a majority-Black, locally elected school board to a majority-white state board — many of whose members had no direct ties to New Orleans. And the district’s entire teaching staff, which was 71 percent Black, was fired. By 2014, fewer than 50 percent of public school teachers in New Orleans were Black.

“You have a Black majority constituency that is being told your elected officials cannot directly control your schools, and it feels a lot like disenfranchisement,” said Zervigon, the school board member. 

Because charter schools were no longer merely an option for families but the main source of public education in New Orleans, the Recovery School District created rules that charters elsewhere don’t have to follow: Enrollment in schools was handled by the district, charters had to provide transportation options, and they had to have district permission before expelling a student. The state passed legislation — Act 91 — enshrining those rules into law before the Recovery School District handed its schools back to the New Orleans public school district in 2017. By 2019, every public school in the parish was a charter, and most of those schools are Black-led, Zervigon said.

Overall, schools in the district are performing better now than they were before Katrina. The high school graduation rate has risen to 78 percent in 2022, from 54 percent in 2004. The college entry rate rose to 56 percent in 2021, from 37 percent in 2004. 

“Test scores went up, high school graduation, college graduation, ACT scores — everything improved, which is really unusual,” Harris said. “A lot of them improved quite considerably, which is also very unusual. It’s generally the most successful district school reform that we’ve ever seen — of any kind, not just a charter district.”

Schools have stabilized compared to the years after Katrina, but the framework of a charter system requires closing poor performing and financially struggling schools. Though the number of schools closing each year is far lower than it was in the years directly after Katrina, it is not uncommon for a charter to get revoked. Along with Lafayette Academy, the school district rescinded the charter of the 180-student Living School, which didn’t reopen this fall.

Ultimately, people are sick of that cycle, Zervigon said.

“It’s just not reasonable to tolerate closing schools anymore,” he said. “This idea of closing your way to improvement — no one wants to do that.”

There’s disagreement on how successful the city’s charter model has been for students more recently. In 2019, New Orleans schools were among the top in the nation for academic growth according to a Stanford University report. But annually, most of the city’s schools get a C, D or F rating on state report cards. A 2016 study from a different department at Stanford University said the quality of schools in the city varies greatly depending on the school, and the main mode for addressing this — closing failing schools — hurts achievement for displaced students.

“There’s a lot of disagreement around whether the schools are better and what better means,” said Lay, the Tulane professor. “There are people who will certainly point to increases in test scores and graduation rates as solid evidence of improvement. But I think many others look at that as a very narrow way to measure transformation or success, and instead would prefer a holistic view of success of the district: inclusion of students, stability in terms of being able to attend schools, and know those schools are going to be open for the next several years of their education.”

The five-year plan that Williams, the superintendent, will present to board members in October will include plans for new traditional schools and how the district will address declining enrollment.

Board members and the superintendent have said they are still committed to charters. But the school system will likely add more traditional schools to join the Leah Chase School.

“They’ll probably operate a couple more, but still fundamentally remain a mostly charter school district,” Harris said. “I think that partly because a big change can only happen slowly.”

Imagine engineering students retrofitting campus buildings to make them more energy efficient. Or students in a human behavior class applying what they’ve learned to encourage cafeteria visitors to waste less food.

Efforts like these are part of an instructional approach known as the “campus as a living lab,” in which classroom teaching mixes with on-the-ground efforts to decarbonize campuses. Earlier this year, I visited the State University of New York to see the living lab model in action.

During my trip, I sat in on a business class as students pitched their proposals for greening the New Paltz campus. They’d researched topics including solar energy and composting, acquiring skills in project management and finance as they developed their business plans. Students I spoke with said the fact that the projects had a chance of becoming reality — thanks to money from a university “green revolving fund” — helped the lessons stick.

“A lot of projects are kind of like simulations,” Madeleine Biles, a graduating senior, told me. “This one was real life.”

I was struck by how professors in fields as diverse as theater, economics and architecture were participating in the “living lab” model. Former NPR education reporter Anya Kamenetz writes about a related trend in her latest column for Hechinger: Colleges embedding climate-related content into all sorts of classes — sociology, history, English literature, French.

“We want every major to be a climate major,” Toddi Steelman, vice president and vice provost for climate and sustainability at Duke University, told Anya. “Our responsibility is to ensure we have educated our students to capably deal with these challenges and identify the solutions. Whatever they do — preachers, teachers, nurses, engineers, legislators — if they have some sort of background in climate and sustainability, they will carry that into their first job and the next job.”

Research take

This is Planet Ed, the Aspen Institute initiative on climate and education, highlighted strategies like these and more in its recent plan for how colleges and universities can respond to the climate crisis. The report talks about higher ed’s role primarily in four areas:

  • Educating and supporting students: Higher ed can ensure all students obtain a basic level of climate literacy and also prepare students for jobs in renewable energy and related fields. One example: The Kern Community College system, in California, is attempting to move away from training students for oil jobs to jobs in carbon management.
  • Engaging people in communities where colleges are located: Higher ed can convene and support community leaders as they develop climate plans. For example, the Bullard Center for Environmental and Climate Justice at Texas Southern University has worked with predominantly Black communities in the Gulf Coast to mitigate environmental harms.  
  • Developing solutions for climate mitigation: Colleges must reduce their own climate footprint and prepare their campuses for climate risks. Some examples: Arizona State University has a “campus metabolism dashboard” that allows students, faculty and staff to track their resource use, while at Ringling College of Art and Design in Florida, 85 percent of its 41 campus vehicles are electric.  
  • Putting equity at the center of their climate work: Colleges can prioritize support for students most affected by climate and educational inequities, and historically Black colleges and universities, tribal colleges, and other institutions that serve such individuals must be part of climate planning. The HBCU Climate Change Consortium, for example, strives to diversify the pipeline of environmental leaders.

The interview

I spoke with John B. King Jr., chancellor of the State University of New York and co-chair of This is Planet Ed, about higher ed’s role in fighting climate change and how it’s reshaping childhood. The interview has been edited for clarity and length.

What are you doing at SUNY to combat climate change?

One of the first things I did was name a chief sustainability officer, Carter Strickland. He has convened a task force that is developing a system-wide climate action plan to address campus sustainability practices and educate students around climate issues and for green jobs. He also has worked with our campuses on their clean energy master plans. Each of our state operating campuses has identified what steps they need to take to get to the 2045 net-zero [greenhouse gas emissions] goal. We changed our algorithm for prioritizing capital projects to build in climate, so we are doing a number of projects that involve geothermal.

According to the nonprofit group Second Nature, only about 12 universities are carbon neutral. Why can’t SUNY and other universities move faster to reduce their carbon footprint?

It really comes down to capital. For our state-operating campuses, we project it’s going to take something like $10 billion in capital investment to get to our net zero targets. We also have a substantial critical maintenance backlog of $7 billion or $8 billion dollars. One way we’re trying to reconcile this challenge is as we do renovations of buildings, we are taking steps to make them as energy efficient as possible. We are adding more charging stations, we’re moving our fleets to electric, we’re changing out light fixtures, we are phasing in a ban on single-use plastic. We do think the Inflation Reduction Act may be a help because of the direct pay provision [which provides universities and other nonprofits payment equivalent to the value of tax credits for qualifying clean energy projects].

Could this result in students having to pay more to attend SUNY schools?

No. Our hope is that the governor and legislature will work with us to develop a comprehensive capital plan.

How is climate change already reshaping childhood?

Sadly. We already see school being disrupted regularly by extreme weather events, whether that’s hurricanes or heat waves. There is growing data on the negative impact of high temperatures on student learning. We already are seeing the negative consequences of climate change for the student experience. If you think about being a kid in Phoenix where it’s well over 100 for days, you’re not going to be able to play outside. But I do think increasingly you are seeing K-12 trying to engage students in how they can be a part of the solution — and students are demanding that.

What I’m reading

The Light Pirate, by Lily Brooks-Dalton. This novel tells the story of a family trying to survive in a Florida of the not-so-distant future that’s been ravaged by climate change. There’s an education angle: Storms and floods have driven away most residents of the fictional town of Rudder, including the only friend of 10-year-old Wanda, for whom school has become a hostile place. I found this book absolutely gutting but it also provides a glimpse of how people can persevere and even thrive in a world that looks very different from the one we’ve known.

WASHINGTON, D.C. — Apparently, there is not enough joy to go around, and some “joyful warriors” are upset about, among other things, what they see as their nickname being ripped off.

Joy has become a theme of the Democratic ticket — Vice President Kamala Harris proclaimed herself and running mate Tim Walz “joyful warriors” against their Republican opponents. The conservative parent group Moms for Liberty made a point of attacking the Democrats’ use of the phrase during its four-day annual summit over Labor Day weekend in Washington D.C.

“I want to remind people who are the OG Joyful Warriors,” Moms for Liberty co-founder Tina Descovich said Friday evening, ahead of an appearance by Republican presidential nominee Donald J. Trump.

As a whole, the summit sent dual messages. One cast Moms for Liberty and the broader Republican party as working to appeal across party lines. The other unleashed strikingly vitriolic language about claimed dangers of the Harris-Walz ticket — especially to parents. Leaders made one particular issue — transgender students — the focus of their messaging. Staple concerns of past years, including social emotional learning, DEI initiatives and “inappropriate” books, took a backseat. There was little talk of academics or learning.

Instead, co-founder Tiffany Justice painted schools as predatory, seeking to infect children with ideas about gender that lead them to declare they are nonbinary. And Walz, whose policies as governor of Minnesota are considered LGBTQ+-friendly, was a special target of attack. 

“Tim Walz is, I mean, what a radical, radical bad guy,” Justice said in an interview with The Hechinger Report, calling him “anti-parent” and repeating inaccurate portrayals of  Minnesota law as allowing minor children to come to the state for gender-affirming care without their parents’ consent and saying that children can be removed from their parents’ custody if they disagree with their kids’ desire for gender-affirming care. (A Minnesota law gives courts there the ability to intervene temporarily in a custody dispute across state lines when a child cannot obtain care.)

She also raised concerns about what she called “a social contagion that has taken over in our country. It’s called rapid onset gender dysphoria,” Justice said, referring to a disorder described in a paper published last year in the scientific journal Archives of Sexual Behavior that has since been retracted

“There’s no such thing as a transgender child. Please quote me on that,” she continued. “There are children who are experiencing mental distress and they need kindness and compassion and help to feel comfortable in their own bodies, because no child is born in the wrong body.”

Aside from a playful interlude featuring covers of John Mellencamp and Lynyrd Skynyrd that brought attendees clad in sequined MAGA wear and American Flag-inspired fashion to their feet, the event felt less organized — and less joyful — than past years.

Instead, the prevailing tone was one of aggression. The us-versus-them framing is not new. At the first Moms for Liberty summit, in Tampa in 2022, attendees were invited to a well-choreographed unveiling of the alleged dangers facing children in public school — and an urgent call to get involved. The second, in Philadelphia, schooled them in real-time opposition as the extent of protests seemed to surprise attendees doing what they saw as the noble work of moms. This year, many got that this was less about gathering information or learning than rallying around your team. On the cusp of a big election, what could they do to help? How could they recruit more people to defeat a Democratic ticket cast as lethal to their children’s well-being — even as they look to be having lots of fun and supporting lunchbox issues like school meals?

“It’s crazy what’s going on,” said one Maryland mom, a first-time attendee who said she has become more active “because I can” since her youngest graduated from high school. “Moms with 5- and 6-year-olds don’t have time to fight.”

The summit gathered some 600 moms, grandmothers — and a fair number of dads, for whom an in-person appearance from Trump was perhaps the biggest draw. Even though the former president was on stage for nearly an hour, he said little about education, instead repeatedly veering to the subject of immigration regardless of what question Justice asked him. In some of his few comments on schools, he charged without evidence that public schools are aggressively involved in providing gender-affirming care.  

“The transgender thing is incredible,” Trump said. “Think of it. Your kid goes to school and comes home a few days later with an operation. The school decides what’s going to happen with your child.”

Some of Trump’s remarks on immigration, meanwhile, focused on the dangers of newcomers to public education. At one point, he alleged that new arrivals bring gangs and disease into schools, and are welcomed warmly while current students are shut out. “They don’t even speak English,” he said. “It’s crazy. And we have our people that aren’t going into a classroom. We have students that were there last year that aren’t allowed into the school.”

Trump also spent time reflecting on the difficulties of being a candidate. When Justice asked Trump for his advice to busy moms considering a run for school board — some of the core work of Moms for Liberty is to encourage members to seek office — his answer was, “Don’t do it.” 

While Justice noted to the crowd that Moms for Liberty endorses candidates only in school board races, she personally endorsed Trump as she concluded her interview.

Despite the clearly partisan tone of the summit, there was an effort to cross ideological lines to expand support for the Republican ticket ahead of the election. A Friday morning keynote panel featured four women whom Justice said had “chosen to walk away from the Democratic party”: Tulsi Gabbard, a former Democratic congresswoman from Hawaii; Texas state Rep. Shawn Thierry, who left the Democratic party in late August; athletic clothing maker and former gymnast Jennifer Sey who has written about how she regrets voting for President Joe Biden; and New York City parent advocate and former Democratic congressional candidate Maud Maron.

Gabbard, who was recently named to be part of Trump’s transition team, said the Democratic Party “is no longer the big tent party that welcomes people from all walks of life.” She coached attendees on how to approach a person in their circle “who doesn’t quite see the truth,” and urged them to do so. “Scroll through your phone. Think about the people who may need a little bit of a nudge,” she said.

“Who’s gonna unite our country?” Gabbard called to the crowd. “We are!”  

This year’s summit lacked the hundreds of protesters who were a constant presence at the 2023 event in Philadelphia, spurring a large and visible security detail and barricades at the hotel entrance. By contrast, the streets outside of the JW Marriott in Washington, less than half a mile from the White House, were quiet.

Yet many of the same groups that had gathered to protest Moms for Liberty last year  staged a separate counter-event, “Celebration of Reading,” on Saturday at the Martin Luther King Jr. Memorial Library in downtown Washington. Participants read aloud banned books and gave away nearly 1,000 of them to children and families who arrived in strollers and on foot.

At the same time, several dozen conservative groups, including Moms for Liberty, organized what they said would be the first annual “March for Kids” to “bring awareness to the decline of our educational system and the erosion of parental rights.” Originally planned for the National Mall, it was moved at the last minute indoors to the Daughters of the American Revolution Constitution Hall; organizers cited safety concerns. As it got underway, some 300 people populated a hall with a capacity of 3,702.

Meg Simons, digital strategy manager at the progressive advocacy group People for the American Way, said that the strong showing of protestors in Philadelphia so motivated many older members of her 40-year-old organization that they started Grandparents For Truth to counter Moms for Liberty.

Marge Baker, a founding member of the grandparent group, said it bothered her to see Moms for Liberty “out there organizing and trying to claim this mantle of freedom when what they want is the freedom to decide what all parents and children can read.” Baker spoke moments before her husband, Robert Banks, was to read aloud “The Lorax,” which has been banned in some places for promoting an environmentalist agenda and negatively depicting the logging industry.

Heidi Ross, another grandmother, traveled from Buckeye, Arizona, to help out at the event. “This is my world,” she said, holding up a screen shot of her 2-year-old granddaughter, Lili. Ross said she has been upset by the rise of school vouchers in her state and the attacks on books. “Children should know about everybody, every family,” she said, adding that, “there are different families, even in my Republican neighborhood.”

During the Moms for Liberty summit, attendees chatted at booths staffed by representatives of organizations such as Lifewise Academy, which touts a Bible education program for public school students that can be offered during the school day. Other booths plus a strategy session run by lawyers with The Heritage Foundation and Institute for Free Speech offered guidance to parents for fighting the new Biden administration Title IX regulation, which extends protection against sex discrimination to students based on gender identity and sexual orientation. Moms for Liberty helped derail the regulation, at least for now, in 26 states and thousands of schools in other states, a list that is growing by the week.

Julie Womack, head of organizing for Red, Wine & Blue, a national progressive group that helps suburban women organize, hosted an online information event about the new Title IX rules, a panel with parents of trans kids, and is planning a “Troublemaker Training” on Oct. 16 to counter disinformation about transgender individuals. “Many people in real life have very little experience,” with transgender individuals, said Womack.  Even parents of transgender youth, she said, admit “they didn’t know how to handle it. Well, we are all learning. It is OK to learn. But it is not OK to exclude.”

Liz King, who leads the education program for the Leadership Conference on Civil and Human Rights, one of the counter-event’s sponsors, said Moms for Liberty is boxing people out rather than being inclusive. As the group’s language escalates, she said, “they have resorted to the old canard of fear-mongering.”

This all comes at a critical time.“One of the questions right now is, ‘What does it mean to be a parent?’” said King. “What we see with this organization of Moms for Liberty is a betrayal of the responsibility of parents and an anti-liberty agenda.”

The new rules, said Chase Christensen, the school’s principal and superintendent of the district, offer a rural community like his a streamlined process that “can alleviate the burdensome investigation process for districts and for schools.” His district spans 1,000 square miles and serves 85 pupils. 

“I think they were a large move forward,” Christensen said.

The regulation that took effect this month was meant to replace Trump-era rules set in 2020 that, among other conditions, typically require multiple impartial adults to investigate and respond to allegations of sex-based discrimination. That demand, Christensen said, especially strains small communities and districts with limited personnel. Plus, he said, those bringing a complaint “are not wanting a remedy four months later,” but in a few days. “They are wanting to move on.” 

But Wyoming and 25 other states sued to halt the Biden administration rules, and thus far, have succeeded in court. So in those states, plus a growing list of individual schools around the country, the new rules are blocked from taking effect.  

The result is a messy legal landscape with school officials trying to figure out their obligations. In some cases, schools in the very same district are subject to different rules. 

“It is creating so much more work and chaos,” said Emma Grasso Levine, the Title IX policy and senior program manager at the advocacy group Know Your IX. “Are we enforcing this rule or that rule?“ 

At the center of the court challenges is that the Biden administration’s new rules, issued in April, expand the definition of “sex” to include sexual orientation and gender identity. This aligns with protections extended in the workplace by a 2020 Supreme Court ruling and offers greater support for transgender students. That spurred lawsuits from political leaders in red states and groups including Moms for Liberty, explicitly objecting to this broader definition. As a result, several judges blocked the new regulations, which also are intended to protect students who are pregnant or who have terminated a pregnancy, from taking effect in certain states, as well as in schools attended by children of members of Moms for Liberty and two other groups that were plaintiffs in one of the lawsuits.  

Opponents of the Biden-era regulations have cast the court decisions as a victory. In Missouri, Attorney General Andrew Bailey described the court order blocking the law in his state as “a huge win,” arguing that the proposed new rules were “a slap in the face to every woman in America.” The rules, he said in a press release, “would have forced educational programs that receive federal money to accept a radical transgender ideology.”

Earlier this month, the Education Department made an emergency request to have the polarizing matter of protections based on gender identity or sexual orientation considered apart from the other provisions so that the new rule would not be on hold entirely in some states. On Aug. 16, the Supreme Court denied that request. The new rules do not address transgender athletes, which the department is taking up separately. But Grasso Levine said the rise of anti-LGBTQ sentiment around sports participation, along with laws barring transgender athletes and gender-affirming health care in some states, has helped to drive the objections to the Biden administration’s Title IX regulation.

Now there is confusion and frustration, both from those eager to protect LGBTQ+ youth through the expanded definition of whom the law protects — and school officials hungry for more streamlined rules around Title IX complaints. 

“It would be nice if we could take a big-picture look at the update, rather than targeting a couple of words that didn’t match up ideologically,” said Christensen, the superintendent and principal in Wyoming, where a statewide injunction has kept the new rules from taking effect. 

This is also a problem in populous states like Pennsylvania, said David Conn, a lawyer who has worked on Title IX and LGBTQ+ issues in schools for over a decade. 

The old regulations “have these very detailed rules for how to handle a complaint” that, he said, are not a good fit for typical minor cases of student misconduct. Conn said the new guideline better serves the day-to-day needs at the K-12 level and “allows for informal resolution, which in school districts is a big deal.” 

When the new rules went into effect, they represented “a significant step forward in improving policies for LGBTQ students,” said Brian Dittmeier, policy director for GLSEN, a group started by teachers in 1990 that advocates for LGBTQ+ individuals in K-12 education. 

According to GLSEN data, 83 percent of LGBTQ+ students said they were assaulted or harassed because of their gender identity in school in 2021, and nearly 62 percent of them did not report it. Such findings, said Dittmeier, suggest “a gap of trust” and students “not feeling they were protected by school policies.” 

Since it was passed in 1972, Title IX — just 37 words — has leaned on regulations to shape its enforcement. Each administration has tweaked the language, but the Biden administration’s more detailed review, which included public comment, sought to give the new rules “the force of law” in contrast to the Obama administration’s “Dear Colleague” letter guidance, said Suzanne Eckes, Susan S. Engeleiter Chair in Education Law, Policy, and Practice at the University of Wisconsin.  

She said that the new rules interpreting the Title IX phrase “on the basis of sex” as including sexual orientation and gender identity are in line with the June 2020 Supreme Court decision in Bostock v. Clayton County. That ruling found that sex-based employment protections under Title VII covered sexual orientation and gender identity, stating that “it is impossible to discriminate against a person for being homosexual or transgender without discriminating against that individual based on sex.”

Eckes said an August 2020 case, Grimm v. Gloucester County School Board that asserted violations of Title IX and the Equal Protection Clause, found in favor of a trans student’s right to use the restroom matching their gender identity, citing Bostock in the opinion. “Title IX cases look at Title VII and Title VII cases look at Title IX. This is nothing new,” said Eckes. 

Yet that is exactly the conflict at play. Several courts blocked the new Title IX rules because of the expanded definition of “sex.” Kansas U.S. District Court Judge John Broomes ruled that “the reasoning of Bostock does not automatically transfer for the Title IX context.” He said the new rules fail to define “gender identity” and that “the unambiguous plain language of the statutory provisions and the legislative history make clear that the term ‘sex’ means the traditional biological concept of biological sex in which there are only two sexes, male and female.” 

The case before Broomes was brought by political leaders in Kansas, Alaska, Utah and Wyoming, along with Moms for Liberty, Young America’s Foundation and Female Athletes United. Broomes ruled that his injunction applied to the four states, and to schools attended by children of members of Moms for Liberty and the suit’s other plaintiffs. Following the ruling, Moms for Liberty co-founders Tiffany Justice and Tina Descovich described it as victory, stating that “gender ideology does not belong in public schools and we are glad the courts made the correct call to protect parental rights.”   

The groups have urged members to request the schools and colleges their children attend be exempt from the Biden administration rule; Broomes is allowing the list that already includes hundreds of individual schools not covered by statewide injunctions to expand. As a result, Moms for Liberty leaders, ahead of their annual gathering in Washington, D.C., this week, are pitching free membership that “ensures your child’s school is included in this exemption.” That has led to the situation where in states, including Pennsylvania, not subject to a statewide injunction, one school can be governed by the new rules while another in the same district is not.

The key point of contention in the lawsuits, said Eckes, centers on transgender students’ use of restrooms, the most litigated issue involving transgender students in schools. While the Supreme Court has so far avoided taking up such a case, she said, “if this continues to cause chaos across the United States or another case comes up around trans access to restrooms,” that could change. Right now, as a practical matter, she said, case law has repeatedly supported the right of students to use the restroom that aligns with their gender identity.    

Some states, like Pennsylvania, have strong anti-discrimination laws. As a result, the injunction applied to individual schools “is much ado about nothing,” said Conn, the Pennsylvania attorney and Title IX expert. Plus, he said, applicable court decisions support protections for transgender students in the state. “Any school district that said, ‘What do we have to do about bathrooms?’ My answer is that you have to let those students use the bathroom consistent with their gender identity. Full stop,” he said.

That, however, may not be the case everywhere. Plus, there is the on-the-ground reality that court cases are one thing, but life in a school for LGBTQ+ students is another. Marlene Pray, director of The Rainbow Room in Bucks County, Pennsylvania, a gathering place for queer youth, said students have told her they are anxious about the start of school. Some who have already returned have faced struggles — verbal attacks and isolation, harassment, and one, she said, shared that they “had trash thrown at me in the cafeteria.” 

Pushback to the new Title IX rules is just part of a larger social challenge for LGBTQ+ students, said Pray. “Their daily experience of being bullied and being targeted has not changed. And it’s not because of some list that Moms for Liberty gave some right-wing judge.” 

The problem, said Pray, is “the hundreds of legislative plans and policies that are targeting them.” 

Although the result of the lawsuits is one set of colleges and schools operating under a four-year old regulation and another set operating under a brand new one, the underlying Title IX law is unchanged, noted Anya Marino, director of LGBTQI+ Equality at the National Women’s Law Center.  

The legal action that resulted in blocking the newer rule in some places “does not eliminate students’ ability to bring claims under the statute, and it certainly does not eliminate schools’ obligation to uphold Title IX’s dictate.” Marino pointed to a guide from the ACLU this month that states as much. “I don’t think there should be any confusion regarding schools’ obligation to protect students.”

As students make their way back to college and campus demonstrations about the Israel-Hamas war resume, the central conflict isn’t likely to be student to student, but between the right to freedom of speech and the right to freedom from hostile environments. Whether it’s possible for both to exist on college campuses this fall remains to be seen.

Many colleges have strengthened their policies on how and when students can protest. Some say their “fear-based” approach has gone too far and will discourage students from exercising their First Amendment rights for fear of punishment. Others say they haven’t gone far enough, and recommend further action be taken both to prevent protest and to discipline students who participate.

The new policies — which have been issued at colleges including the University of PennsylvaniaIndiana University and Virginia Commonwealth University— often require students to register and receive prior approval for holding outdoor events or demonstrations; restrict how and when students can display posters and other materials on campus; limit where protests can be held and whether amplified sound is allowed to be used. Many are trying to prevent encampments, like those that proliferated last spring, entirely. 

Both the University of California and the California State University systems issued new policies this week banning encampments and “unauthorized structures,” or anything that blocks walkways or roadways on campuses.

Most of the new policy announcements begin by describing the institution’s dedication to academic freedom and freedom of speech, but Risa Lieberwitz, general counsel at the American Association of University Professors, said the new restrictions fundamentally undermine those freedoms.

Lieberwitz, who is also a professor of labor and employment law at Cornell University, worries that these restrictions will discourage students — especially those with minority viewpoints — from exercising their First Amendment rights for fear of surveillance by college leaders. Requiring students to register their protests ahead of time also prevents them from spontaneously assembling in the case of a sudden news event, Lieberwitz said. She said these restrictions will also make it easier for universities to punish students who participate in protests. 

“There comes a point where there’s so many restrictions that they’re no longer reasonable,” said Lindsie Rank, director of campus rights advocacy at the Foundation for Individual Rights and Expression, or FIRE. “They’re really there to discourage protest at all.”

Colleges should take this opportunity to help students understand how to exercise their First Amendment rights, Rank said, “so that these debates can continue but without the violence and vandalism and some of the stuff that we saw in the spring.” 

Last spring’s protests often escalated into occupation of campus buildings and dramatic clashes with university officials and police. The Associated Press reported that more than 3,000 people were arrested; many students were suspended, some were expelled and others temporarily lost access to their housing. Still others faced consequences related to their education, such as withholding of a diploma.

All the while, many Jewish and Muslim students have been harassed and have reported other negative experiences on campus since the protests began.

College leaders are under scrutiny for their handling of these protests. They’re receiving pressure from students, faculty, boards of trustees, donors and members of Congress, all of whom have competing interests. Three Ivy League presidents have resigned under pressure, with the third, Columbia’s Nemat Shafik, having stepped down last week.

Michael B. Poliakoff, the president and chief executive officer of the American Council of Trustees and Alumni, is among those who think college leaders haven’t done enough.

“We need courage in these difficult times, not convenience, not passivity,” Poliakoff said.

His group issued a guide to preventing encampments and occupations that says “the difference between peaceful protest and encampment is that the latter seeks to commandeer the public square of campus to the exclusion of all else in the community.”

The guide recommends requiring students to read the college’s code of conduct and sign a form “committing themselves to obey and honor” it, or risk “clear and severe” penalties, including suspension or expulsion without the possibility of having tuition refunded.

Poliakoff said colleges often come down hard on issues such as plagiarism and academic ethics, but are too lenient on others. 

“Disruption is an even greater offense against the spirit of the university, and it seems to be all too common. We need some much clearer focus on the kind of decorum, on the rules that protect everybody’s freedom,” he said. 

Quick Takes

College applicant numbers increased …

In a sign of hope for enrollment, the number of college applicants rose by 7 percent last year, continuing an upward trend of the past few years, according to a new report from the Common App. While applicant numbers don’t necessarily translate into enrollment numbers, and the Common App is used by only about one-third of four-year colleges in the country, the increases show a continued aspiration to earn a bachelor’s degree. (Some of the increase could be attributed to about 50 more colleges using the Common App, making a total of 1,074 colleges.)

Notably, applicants from families living in lower-income zip codes rose by 12 percent over the previous year, compared with 4 percent for their higher-income peers – the largest increase in the eight years the Common App has measured this. And public colleges saw a bigger increase of applicants –16 percent – than private colleges at 5 percent.

Applicants from underrepresented racial and ethnic groups increased by 11 percent from last year, continuing a trend from the past three years. American Indian and Native Alaskan applicants grew the most – 15 percent – followed by Latino and Black applicants at 12 percent and 10 percent respectively. Black applicants are now 14 percent of the total pool, mirroring the country’s population.

Student applicants who would be the first in their families to go to college also increased by 5 percent. Student applicants from rural areas rose by 9 percent, compared with 6 percent from large cities.

… while the number of colleges decreased

Meanwhile, the National Student Clearinghouse reports that the number of federally recognized colleges and universities — meaning institutions whose students are eligible for federal financial aid — fell 2 percent in the last academic year. This follows a long enrollment decline, spiraling institutional debt, falling revenue from tuition and the end of pandemic relief funding that was keeping many of those vulnerable schools alive. 

My colleague Jon Marcus first pointed out that colleges were closing this year at an average rate of one per week, in a story that examined what happens to students in these cases. And our Meredith Kolodner took an in-depth look at the case of Wells College, which closed abruptly, leaving students, faculty members and staffers in the dark until the last moment.

CHICAGO — At this week’s Democratic National Convention, I spoke to left-leaning students about their biggest concerns with higher education: high tuition costs and access. The conversations were a departure from what young conservatives told me was their top issue at last month’s Republican National Convention: free speech. 

That said, amid nationwide crackdowns on campus protest, some of the young Democrats I spoke with shared sentiments similar to their Republican counterparts. They said they were worried about preserving academic freedom and a space for mutual understanding and respect on campuses nationwide.

I asked both groups of students whether they believe education institutions nationwide are fulfilling their purpose in society, and about the role of diversity in college curriculum. While conservative students told me DEI initiatives blocked equal opportunity in the classroom and the workforce, liberal ones emphasized opportunity gaps in marginalized communities. 

What follows are some of my questions and their replies. Interviews have been edited for clarity.

How did you first get into politics?

“My family owns a small farm in Iowa, that’s where my grandparents are from. My family have been Democrats since the New Deal and since Roosevelt brought electricity and plumbing to my great grandparents’ home … As part of that, it’s our job to make sure those same policies and politics of caring for other people is brought to the 21st century.” — Michael Clausen, a rising senior at Loyola University Chicago

“I have voted for the Democratic Party in general. I voted for Joe Biden in 2020, and I voted for Democrats in the midterms. But I vote for them because I dislike the Republicans more, is really how I feel about it. Especially being in Ohio, the policies the Republicans are pushing. My access to HRTs [hormone replacement therapies] has been under threat multiple times last year, so I mostly vote for the Democrats to kick out the Republicans.” — Sean Bridge, a rising senior at the University of Cincinnati

When deciding which college to attend, what were your criteria? Did your political beliefs play a role?

“The main reason I chose Florida is because of Bright Futures, a program where if you make over a certain SAT score and have a certain GPA, you get a completely free, full ride to any [in-state] public university. Unfortunately, I couldn’t afford the private schools I got into out of state. I wanted to get out of Florida, but the tuition out of state is astronomical and the financial aid is nonexistent.” — Morgan Vanderlaan, a sophomore at the University of Florida in Gainesville

“The reason I didn’t end up applying to Notre Dame or Vanderbilt was because I saw the majority of their students were conservative. I grew up in a high school that was mostly conservative, and I’d have enough of that. I didn’t want to go into a place where I wouldn’t find people like myself.” — Alyssa Manthi, a rising junior at the University of Chicago

What is the purpose of an American higher education? Are institutions achieving that purpose right now?

“Our purpose as people in higher education is to teach people what we learn and pass that down to the general public … because not everyone can afford to go to higher education … But the education field is not really geared for you to say ‘Hey, I learned a lot, now it’s time to teach my community.’ That’s not really what they’re pushing for. They’re pushing for ‘Hey, you learned all this information, now it’s time to get a job. Now it’s time to get some money.’” — Arnold Brown, a third-year student at DePaul University’s College of Law in Chicago

“The pursuit of knowledge is always the purpose of higher education, but there’s also trying to diversify the elite of a society and make leaders that are more responsive to everybody. We have to look beyond institutions in the Ivies or in the top elites because that’s only really about 6 percent or less of the student population. There are people from state schools, from schools in the South and places you’re not really looking that have people with skills. If you’re trying to diversify the elite and trying to make the leading spaces of America look like America, you can’t go to the same 20 schools.” — Sandra Ukah, a sophomore at the University of Florida in Gainesville

“College is so important to learn how to be civically engaged, and I think a lot of colleges need to have a greater focus on this. What you don’t want happening is for people in the elite to go to these colleges and use those resources just to contribute to their own personal wealth and gain.” — Meghana Halbe, a rising junior at the University of Chicago

Where is your college failing?

“For many students, college has become unaffordable. More and more students are working two, three jobs in order to put themselves through college and taking on tons of debt. I know so many people at my own university who had to drop out because of the financial burden that university was putting on them, and I go to a public school in Ohio.” — Sean Bridge

“The cost is such a huge factor, but it goes beyond cost. It’s more of an issue of access … [College admissions] are so competitive, you can’t just have good grades, you can’t just have good test scores. You need a fantastic essay and a fantastic list of extracurriculars. It makes it so hard for people who grow up in disadvantaged communities where they don’t have access to the same sorts of extracurriculars, after-school programs, the same sorts of pre-college support that are found in richer communities.” — Michael Clausen

“In Georgia, our biggest issue is that we don’t get enough funding to our public HBCUs. They have been historically underfunded. I’ve been to these campuses and they need every bit of that funding. You can’t teach kids in a run down classroom … If students can’t get better education facilities, how can we expect them to get a higher education?” — Blake Robinson, Georgia Southern University in Statesboro, Class of 2024

“At my school I feel like we often only care about outward appearances. Fordham overaccepts students, but there are so many students that are pushed out of housing, or forced to live in quads or we don’t have space for. We just re-did a cafeteria … while my campus at the Lincoln Center has problems with air conditioning, we’ve had mold and the answer is ‘We’re so sorry, we can’t fix that for you.’” — Sigalit Shure, a rising junior at Fordham University

“The protest for the ceasefire in Gaza. UChicago believes in the freedom of speech so they definitely gave some room to protest, but they shut it down because of institutional neutrality, which I definitely want to question in some ways. UChicago continues to face issues with what they mean by freedom of speech and how that can look on college campuses.” — Meghana Halbe

What is the value of being exposed to a diverse set of curriculum?

“[After college] people are going to encounter so many different communities, different perspectives and different experiences, and they need to be prepared for that. The people trying to ban diversity, ban women’s and gender studies, they’re trying to say that those things don’t matter and our movements don’t matter but they do. They are a representation of our history. We’re not going to let them be taken away.” — Victoria Hinckley, a University of South Florida Tampa student who said she doesn’t identify with either party and was expelled this spring for her involvement in the encampment protests

“A lot of the times the classes I’m taking are being taught through rose-colored glasses because they’re just not teaching anything beyond the sphere of America … and they’re only teaching the good things in America and not the bad things. And if history is not taught in its complete state, then it will be repeated. If we do not fix the issue right now, it’s going to get out of control and a degree from Florida or the South will not be on par with institutions that value DEI and DEI practices.” — Morgan Vanderlaan

“In a peak higher education environment, you want the free exchange of ideas, that’s what a college is supposed to be about. With diversity in a college, you have that. I have been in spaces where the higher education atmosphere is not diverse, and in ones where it is so diverse it’s insane to me. In those diverse areas, I feel more educated.” — Blake Robinson

Can you have productive conversations with people who have different beliefs on your campus? Have your experiences in college challenged your own beliefs?

“The greatest challenges to my beliefs have been as a result of the club I started, it’s a bipartisan club where we meet with conservatives on campus who are a minority. … Ultimately it’s all about trying to understand what other people think, why they think what they think. Most people are rational. If you try to understand them and leverage their views you can always have a bit more productive conversation.” — Angel Mosqueda, a rising senior at Elmhurst University in Chicago

“There are a couple of outspoken conservatives on campus, I haven’t had the best conversations with them. I think a lot of the time there’s a breakdown in what we believe to be fact because we use very different sources and sometimes they misconstrue data.” — Emilie Tueting, a rising junior at Northwestern University in Evanston, Illinois

“I’ve actually been able to have a lot of productive conversations … I was able to interact with [conservatives] on a person to person level, that did a good job of taking me out of the very reactionary and polarized identity I’d come to have. With social media, it’s very easy to get siloed into one group.” — Alyssa Manthi

“[I was challenged] on the issue of the genocide happening in Gaza. At first I was very wary to label it as anything. Just from my background, growing up in Jewish youth group, there’s an agenda that’s being pushed on you. … When I finally started talking to people outside of my bubble, who had different perspectives, I realized so much of what I grew up with is propaganda. It opened up my eyes to this new world.” — Sigalit Shure

“Personally, I have been challenged, but I’m very firm in what I believe. As a minority, as a Black man, I know what I want for the future of the country and I know the policies I personally would like to push. I’ve had conversations with Republicans pretty much opposite of me. With what they’re saying, it’s really important to listen and understand where other people are coming from, but my personal standpoint is not really going to change because of my background, who I represent and who I want to represent.” — Arnold Brown

Education vaulted to the forefront of conversations about the presidential race when Democratic nominee Kamala Harris announced Tim Walz as her running mate. Walz, the governor of Minnesota, worked for roughly two decades in public schools, as a geography teacher and football coach. He has championed investments in public education: For example, in March 2023, he signed a bill to make school meals free to all students in public schools.

Harris, a former U.S. senator and attorney general in California, has less experience in education than her running mate. But her record suggests that she would back policies to make child care more affordable, protect immigrant and LGBTQ+ students and promote broader access to higher education through free community college and loan forgiveness. Like Walz, she has defended schools and teachers against Republican charges that they are “indoctrinating” young people; she has also spoken about her own experience of being bused in Berkeley, California, as part of a program to desegregate the city’s schools.

Harris and Walz have been endorsed by the country’s two largest teachers unions, the National Education Association and the American Federation of Teachers, which tend to support Democratic candidates.

Early childhood

Child care

Harris has been a vocal supporter of child care legislation during her time in the Biden administration, though the proposals have had a mixed record of success.

During the pandemic, the Biden administration provided $39 billion in child care aid to help keep programs afloat.


The administration lowered the cost of child care for some military families and supported raising pay for federally funded Head Start teachers to create parity with public school teachers.

Earlier this year, Harris announced a new federal rule that would reduce lower child care costs for low-income families that receive child care assistance through a federally funded program. That same rule also requires states to pay child care providers on a more reliable basis. In September, Harris highlighted affordable child care as a key issue on her campaign website and said she would ensure “that care workers are paid a living wage.” Harris also said she plans to cap child care costs at no more than 7 percent of a working family’s income, but did not elaborate on how that would be funded.

Walz has also supported child care programs as governor of Minnesota. Earlier this year, he announced a new $6 million child care grant program aimed at expanding child care capacity, which followed a 2023 grant program that cemented pandemic-era support so programs could increase wages for child care workers. — Jackie Mader

Family leave and tax benefits

As soon as she became the presumptive Democratic nominee in July, Harris reaffirmed her support for paid family leave, which also was part of the platform she proposed as a candidate in the 2020 Democratic presidential contest. Harris provided the tie-breaking Senate vote that temporarily increased the child tax credit during the pandemic and has proposed making that tax credit permanent.

In mid-August, Harris unveiled an economic policy agenda that proposes giving a $6,000 child tax credit for a year to families with newborns. She also wants to bring back and expand a pandemic-era child tax credit that lapsed in 2021. Harris’ proposal would provide up to $3,600 a year per child. 

Walz also was behind Minnesota’s child tax credit increase in 2023, and successfully pushed forward a statewide paid family and medical leave law that takes effect in 2026. — J.M.

Pre-K

In 2021, the Biden administration proposed a universal preschool program as part of a multi-trillion-dollar social spending plan called Build Back Better. The plan ultimately failed to win backing from the Senate.

Earlier this year, Walz signed a package of child-focused bills into law. one of which expands the state’s public pre-K program by 9,000 seats and provides pay for teachers who attend structured literacy training. — J.M.

Artificial intelligence, education technology, cybersecurity

Harris has played a key role in leading the Biden administration’s AI initiatives, particularly since the launch of ChatGPT. Biden signed an executive order on AI in October 2023, which directed the Education Department to develop within a year resources, policies and guidance on AI and to create an “AI toolkit” for schools.

While Harris hasn’t specifically addressed education technology, in the Biden administration, the Education Department earlier this year released the National Education Technology Plan to serve as a blueprint for schools on how to implement technology in education, how to address inequities in the use and design of ed tech and how to offer ways to bridge the country’s digital divide.

In 2023, the current administration announced several new initiatives to tackle cybersecurity threats in K-12 schools, including a three-year pilot program through the Federal Communications Commission that will provide up to $200 million to help school districts that are eligible for FCC’s E-Rate program cover the cost of cybersecurity services and equipment. — Javeria Salman

Immigrant students

Harris has vowed to protect those in the Deferred Action for Childhood Arrivals program, which delays deportation for undocumented immigrants brought to the United States as children. The Biden administration has also used its bully pulpit to remind states and school districts that all children regardless of immigration status have a constitutional right to a free public education. As a senator in 2018, Harris sponsored legislation designed to reunite migrant families separated at the U.S.-Mexico border by the Trump administration, although family separation has continued on a much smaller scale in the Biden administration. In Minnesota, Walz signed legislation that starting next year will provide free public college tuition to undocumented students from low-income families. — Neal Morton

LGBTQ+ students and Title IX

Harris and Walz have both expressed support for LGBTQ+ students and teachers. As a senator, Harris supported the Equality Act in 2019, which would have expanded protections in the Civil Rights Act on the basis of sexual orientation and gender identity in education, among other areas. In a speech to the American Federation of Teachers, Harris decried the so-called “Don’t Say Gay” laws passed by Florida and other states in recent years. Walz has a long history of supporting LGBTQ+ students in Minnesota, where he was the faculty adviser of Mankato West High School’s first Gay-Straight Alliance club in the 1990s. In 2021, Walz signed an executive order restricting insurance coverage for so-called conversion therapy for minors and directing a state agency to investigate potential “discriminatory practice related to conversion therapy.” Walz signed an executive order in 2023 protecting gender-affirming health care. Earlier this year, he signed a law barring libraries from banning books based on ideology; book bans nationwide have largely targeted LGTBQ+-themed books.

The Biden administration announced significant rule changes to Title IX in 2024 that undid some of the changes the Trump administration made, including removing a mandate for colleges to have live hearings and cross-examinations when investigating sexual assaults on campus. The current administration also expanded protections for students based on sexual orientation and gender identity, which had been temporarily blocked in more than two dozen states and in schools attended by children of members of Moms for Liberty, Young America’s Foundation and Female Athletes United. — Ariel Gilreath

Native students

As vice president, Harris worked in an administration that promised to improve education for Native Americans, including a 10-year plan to revitalize Native languages. The president’s infrastructure bill, passed in 2021, created a $3 billion program to broaden access to high-speed internet on tribal lands — a major barrier for students trying to learn at home during the pandemic. During his time as governor, Walz signed legislation last year to make college tuition-free for Native American students in Minnesota and required K-12 teachers to complete training on Native American history. Walz also required every state agency, including the department of education, to appoint tribal-state liaisons and formally consult with tribal governments.

Walz spent part of his early career teaching in small rural schools, including on the Pine Ridge Indian Reservation in South Dakota. — N.M.

School choice

Harris, who was endorsed by the nation’s largest public school teachers unions, has voiced support for public schools, but has said little about school vouchers or school choice. Walz does not support private-school vouchers, opposing statewide private-school voucher legislation introduced in 2021 by Republicans in Minnesota. — A.G.

School meals

One of Walz’s signature legislative achievements was supporting a bill that provides free school breakfasts and lunches to public and charter school students in Minnesota, regardless of household income. Walz, who signed the law in 2023, made Minnesota one of only eight states to have a universal school meal policy. The new law is expected to cost about $480 million over the next two years.

The Biden administration also expanded access to free school lunch by making it easier for schools to provide food without collecting eligibility information on every child’s family. — Christina A. Samuels

School prayer

The Biden administration has sought to protect students from feeling pressured into praying in schools. Following the 2022 Supreme Court decision in Kennedy v. Bremerton, the federal Education Department published updated guidance saying that while the Constitution permits school employees to pray during the workday, they may not “compel, coerce, persuade, or encourage students to join in the employee’s prayer or other religious activity.” — Caroline Preston

Special education

As a candidate for the Democratic presidential nomination, Harris released a “children’s agenda” in 2019 that, among other provisions, called for a large boost in special education spending.

When Congress first passed the federal law that is now called the Individuals with Disabilities Education Act, it authorized spending to cover up to 40 percent of the “excess costs” of educating students with disabilities compared to their peers. But Congress has never come close to meeting that goal, and today the federal government distributes only about 15 percent of the total cost of educating students with disabilities. The shortfall is “immoral,” Harris told members of the National Education Association at a 2019 candidates forum.

The Biden administration also has proposed large increases in special education spending, but proposals for full funding of special education have not made it through Congress.

In 2023, the Minnesota Department of Education created a grant program to help school districts “grow their own” special education teachers. The first round of funding awarded $20 million to 25 grantees. In August, a second round of funding provided nearly $10 million to benefit more than 35 districts and charter schools. — C.A.S.

Student mental health, school safety

As California attorney general, Harris created a Bureau of Children’s Justice to address childhood trauma, among other issues. She has spoken out about the mental health toll of trauma, including from poverty, and the need for more resources and “culturally competent” mental health providers. But a 2011 law she pushed for as attorney general allowing parents of chronically absent students to be criminally charged later drew criticism for its toll on families, particularly those who are Black or Hispanic. Harris has said she regrets the law’s “unintended consequences.”

The Biden administration’s actions on student mental health includes expanding the pipeline of school psychologists, streamlining payment and delivery of school mental health services and directing the Centers for Disease Control and Prevention to develop new ways of assessing social media’s impact on youth mental health.

As vice president, Harris leads the new White House Office of Gun Violence Prevention, which was created after lobbying by survivors of school shootings to support gun safety regulations. She has touted the administration’s efforts to prevent school shootings, including a grant program that has awarded roughly $500 million to schools for “evidence-based solutions,” including anonymous reporting systems for threats and training for school employees on preventing school violence. 

In Minnesota, Walz’s 2022 budget called for $210 million in spending to help schools support students experiencing mental health challenges. “As a former classroom teacher, I know that students carry everything that happens outside the classroom into the classroom every day, and this is why it is imperative that our students get the resources they deserve,” he said. — C.P.

Teachers unions, pandemic recovery

The Biden administration has close ties to the nations’ largest teachers unions, the American Federation of Teachers and the National Education Association, the latter of which is the largest labor union of any kind in the country. First lady Jill Biden, who teaches community college courses, is a member of the NEA. Walz, a former teacher, is also an NEA member.

The administration was criticized for discussing with the AFT what kinds of safety measures should accompany the reopening of public schools after the pandemic.

Since 2021, the Biden administration has poured billions into helping public schools recover from the pandemic in various ways: to pay for more staff and tutors and upgrade facilities to improve air conditioning and ventilation, among other things. However, academic performance has yet to rebound, and the recovery has been uneven, with wealthier white students more likely to have made up ground lost during remote classes and Black and Latino students less likely to have done so.

The two unions, which had supported reelecting Biden, quickly threw their support to Harris and Walz. “Educators are fired up and united to get out and elect the Harris-Walz ticket,” NEA President Becky Pringle said after Harris named Walz as her running mate. “We know we can count on a continued and real partnership to expand access to free school meals for students, invest in student mental health, ensure no educator has to carry the weight of crushing student debt and do everything possible to keep our communities and schools safe.” — Nirvi Shah

Teaching about U.S. history and race

Both Harris and Walz have pushed back against Republican-led attacks on K-12 history instruction and efforts to minimize classroom conversations around slavery and race. Shortly after taking office in January 2021, the Biden administration dissolved President Donald Trump’s 1776 commission. In July 2023, Harris criticized a new history standard in Florida that said the experience of being enslaved had given people skills “for their personal benefit.”

As governor, Walz released an education plan calling for more “inclusive” instruction that is “reflective of students of color and Indigenous students.” It also called for anti-bias training for school staff, the establishment of an Equity, Diversity and Inclusion center at the Minnesota Department of Education, and the expansion of efforts to recruit Indigenous teachers and teachers of color. Walz also has advocated for educating students about the Holocaust and other genocides; state bans on teaching about “divisive concepts” in some Republican-led states have chilled such instruction. — C.P.

Title I

Harris’ 2019 “children’s agenda,” from when she was angling to be the Democratic nominee for president, proposed “significantly increasing” Title I, the federal program aimed at educating children from low-income families. The Biden administration also has proposed major increases to Title I spending, but Congress has not enacted those proposals. — C.A.S.

Higher Education

Accreditation

As California attorney general, Harris urged the federal government in 2016 to revoke federal recognition for the accrediting agency of the for-profit chain Corinthian Colleges, which she had successfully sued for misleading students and using predatory recruiting practices. The accreditor’s recognition ultimately was removed in 2022. 

As vice president, Harris has said little about the accreditation system, which is independently run and federally regulated and acts as a gatekeeper to billions of dollars in federal student aid. But the Biden administration has sought to require accreditors to create minimum standards on student outcomes such as graduation rates and licensure-exam pass rates. Sarah Butrymowicz

Affirmative action

Harris has long supported affirmative action in college admissions. As California attorney general, she criticized the impact of the state’s 1996 ban at its public colleges. She also filed friend-of-the-court briefs in support of the University of Texas’ race-conscious admissions policy when the Supreme Court heard challenges to it in 2012 and 2015.

Last June, Harris criticized the Supreme Court’s ruling against affirmative action the same day it was handed down, calling the decision a “denial of opportunity.” Walz, referring to the decision, wrote on X, “In Minnesota, we know that diversity in our schools and businesses reflects a strong and diverse state.” — Meredith Kolodner

DEI

Harris has not shied away from supporting DEI initiatives, even as they became a focus of attack for Republicans. “Extremist so-called leaders are trying to erase America’s history and dare suggest that studying and prioritizing diversity, equity, and inclusion is a bad thing. They’re wrong,” she wrote on X.

As governor, Walz has taken steps to increase access to higher education across racial groups, including offering tuition-free enrollment at state colleges for residents who are members of a tribal nation. This spring, Walz signed a budget that increased funding for scholarships for students from underrepresented racial groups to teach in Minnesota schools. — M.K.

For-profit colleges

Harris has long been a critic of for-profit colleges. In 2013, as California state attorney general, she sued Corinthian Colleges, Inc., eventually obtaining a more than $1.1 billion settlement against the defunct company. “For years, Corinthian profited off the backs of poor people now they have to pay,” she said in a press release. As senator, she signed a letter in the summer of 2020 calling for the exclusion of for-profit colleges from Covid-era emergency funding. — M.K.

Free college

The Biden administration repeatedly has proposed making community college free for students regardless of family income. The administration also proposed making college free for students whose families make less than $125,000 per year if the students attend a historically Black college, tribal college or another minority-serving institution.

In 2023, Walz signed a bill that made two- and four-year public colleges in Minnesota free for students whose families make less than $80,000 per year. The North Star Promise Program works by paying the remaining tuition after scholarships and grants have been applied, so that students don’t have to take out loans to pay for school. — Olivia Sanchez

Free/hate speech

Following nationwide campus protests against the war in Gaza, Biden said, “There should be no place on any campus, no place in America for antisemitism or threats of violence against Jewish students. There is no place for hate speech or violence of any kind, where it’s antisemitism, Islamophobia, or discrimination against Arab Americans or Palestinian Americans.” His Education Department is investigating dozens of complaints about antisemitism and Islamophobia on K-12 and college campuses, a number that has spiraled since the start of the war. Pell grants

The Pell grant individual maximum award has increased by $900 to $7,395 since the beginning of the Biden administration, part of its goal to double the maximum award by 2029. Education experts say that when the Pell grant program began in the 1970s, it covered roughly 75 percent of the average tuition bill but today covers only about one-third. They say doubling the Pell grant would make it easier for low-income students to earn a degree. The administration tried several times to make Pell grants available to undocumented students who are part of the Deferred Action for Childhood Arrivals program, but has been unsuccessful. — O.S.

Student loan forgiveness

In 2019, while campaigning for the Democratic presidential nomination, Harris proposed forgiving loans for Pell grant recipients who operated businesses in disadvantaged communities for a minimum of three years. As vice president, she was reportedly instrumental in pushing Biden to announce a sweeping debt cancelation policy.

The policy, which would have eliminated up to $20,000 in debt for borrowers under a certain income level, ultimately was blocked by the Supreme Court. Since then, the Biden administration has used other existing programs, including Public Service Loan Forgiveness, to cancel more than $168 billion in federal student debt.

Harris has regularly championed these moves. In April, for instance, she participated in a round-table discussion on debt relief, touting what the administration had done. “That’s more money in their pocket to pay for things like child care, more money in their pocket to get through the month in terms of rent or a mortgage,” she said of those who had loans forgiven.

But challenges remain. In August, a federal appeals court issued a stay on a Biden plan, known as the SAVE plan, which aimed to allow enrolled borrowers to cut their monthly payments and have their debts forgiven more quickly than they currently can. — S.B.

Workforce development

Last fall, the Biden administration sent nearly $94 million in grant funding to job training programs, including community colleges and programs that partner with high schools. Earlier this year, the administration also announced $25 million for a new Career Connected High Schools grants program to help establish pathways to careers. In addition, the administration invested billions in nine workforce training hubs across the country. 

The Democratic Party platform unveiled at the national convention in Chicago also mentions expanding career and technical education. “Four year college is not the only pathway to a good career, so Democrats are investing in other forms of education as well,” the platform says.

Walz’s education plan as governor of Minnesota also set a goal of increasing career and technical education pathways. In October 2023, he signed an executive order eliminating college degree requirements for most government jobs in the state, a growing trend in states looking to expand alternative pathways to careers. — A.G.

Republican presidential candidate Donald Trump and his running mate, JD Vance, are persistent critics of public K-12 schools and higher education and want to overhaul many aspects of how the institutions operate. On the campaign trail, Trump has repeatedly called for the elimination of the federal Education Department, arguing that states should have full authority for educating children. (Abolishing the department has been a long-standing goal of many Republicans, but it’s highly unlikely to win enough support in Congress to happen.)

Trump also supports efforts to privatize the K-12 school system, including through vouchers for private schools. Both he and Vance have launched repeated attacks on both K-12 and higher education institutions over practices that seek to advance racial diversity and tolerance and policies that provide protections to transgender students, among other issues. The candidates have also argued that higher ed institutions suppress the free speech of conservative students; as president, Trump took at least one action to tie funding to free speech protections. 

“Rather than indoctrinating young people with inappropriate racial, sexual, and political material, which is what we’re doing now, our schools must be totally refocused to prepare our children to succeed in the world of work,” Trump said in a September 2023 video describing his education proposals.

Early childhood

Child care

Even though Trump launched his first campaign for president with a child care policy proposal to expand access to care through tax code changes, child care largely took a back seat during his presidency. That said, there were some notable actions: Before the pandemic, Trump signed a tax law that increased the child tax credit from $1,000 to $2,000 per child, although research found higher-income families benefited significantly more from the change than low-income families. In 2018 he proposed cuts to the Child Care and Development Block Grant, a federal program that helps low-income families pay for child care, but ultimately approved funding increases passed by Congress in both 2018 and 2020.

In 2020, in the early days of the pandemic, Trump signed the Coronavirus Aid, Relief, and Economic Security, or CARES, Act, which allotted an additional $3.5 billion for the Child Care and Development Block Grant. The supplemental fund was also meant to support the child care needs of essential workers. The CARES Act also provided supplemental funding to Head Start. —Jackie Mader

Family leave and tax credits

Also in 2020, Trump supported a bipartisan paid family leave bill, although it was more limited in scope and benefits than other paid leave proposals. Trump’s 2021 budget proposal called for eliminating the federal Preschool Development Grant program and decreased funding for a federal program that helps low-income college students pay for child care.

Vance has focused on legislation that encourages and supports parents to stay at home with their young children. In 2023, he co-sponsored a bill that would prevent employers from clawing back health care premiums the employers paid during a parent’s time off under the Family and Medical Leave Act if the parent chose not to return to work. He has been a vocal opponent of universal child care and instead has expressed support for more tax credits for parents. In mid-August, Vance expressed support for a $5,000 per child tax credit, an increase from the current maximum of $2,000 per child.— J.M.— J.M.

K-12

Artificial intelligence

In 2019, Trump signed an executive order directing federal agencies to focus on research and development around AI, and a year later his administration announced that $140 million would be awarded to several National Science Foundation-led programs to conduct research on AI at universities nationwide.

On the campaign trail this year, however, Trump said he will reverse the executive order on artificial intelligence signed by Biden last October, calling it a hindrance to AI innovation. Both Trump and his running mate, Vance, have disagreed with the Biden administration on what AI regulations should look like. While education leaders have called for regulations and guardrails around AI use and development, Vance has called for less regulation. — Javeria Salman

Immigrant, Native and rural students

The Republican presidential ticket and official party platform espouse anti-immigrant positions, advocating for mass deportations of anyone who entered the country without legal documentation. The Heritage Foundation, a conservative think tank behind Project 2025, earlier this year released a set of policy recommendations on undocumented immigrants in U.S. public schools that would directly challenge a long-standing Supreme Court decision requiring states to provide a free education to all students regardless of their immigration status. While Trump has tried to distance himself from Heritage and its policy proposals, his running mate wrote the forward to an upcoming book from Project 2025’s former leader and many former Trump administration officials were involved in crafting the plan.

With respect to Native students, Trump as president released a “Putting America’s First Peoples First” brief outlining his promises to Indian Country, including access to college scholarships for Native American students, creating new tribally operated charter schools and improving the beleaguered agency that oversees K-12 education on reservations. Trump also pitched a 25 percent boost in funding for Native language instruction.

Vance, in an interview before Trump took office in 2017, encouraged the new administration to focus on education as a tool to help struggling rural communities. He said increasing options for students after high school would prepare them for jobs in a “knowledge economy” and give them more choices beyond pursuing a minimum-wage service sector job or going to a four-year college. “There’s no options in between and consequently people don’t see much opportunity,” Vance said. — Neal Morton

LGBTQ+ students and Title IX

In 2017, Trump rolled back Obama-era guidance that offered protections for transgender students to use school bathrooms based on their gender identity. His campaign website says he plans to reverse any gender-affirming care policies implemented by President Joe Biden, who  signed an executive order in 2022 encouraging the Departments of Education and of Health and Human Services to expand access to health care and gender-affirming care for LGBTQ+ students. He has also warned schools that, if reelected, he would cut or eliminate federal funding if teachers or school employees suggest “to a child that they could be trapped in the wrong body.” Vance sponsored a Senate bill last year that would ban medical gender-affirming care for minors, but it has not advanced.

The Trump administration significantly changed how colleges handle sexual assault allegations through Title IX during his time in office, adding a requirement for colleges to conduct live disciplinary hearings and allow cross-examinations in sexual assault cases; this was largely undone by the Biden administration. Trump said he plans to roll back Title IX rules the Biden administration implemented that expanded protections against discrimination on the basis of gender identity and sexual orientation. Trump has also said he would prevent transgender athletes from participating in sports teams based on their gender identity; school rules on this issue are now decided at the state- or school-level with a Biden administration proposal stalled. — Ariel Gilreath

School choice

Expanding school choice through private-school vouchers has been a key part of Trump’s education policy, but he had little success in getting his most ambitious efforts passed by Congress. One early accomplishment came via the Tax Cuts and Jobs Act of 2017. His administration made it possible for parents to use their children’s 529 college savings plan to pay for up to $10,000 annually in private school tuition.

His education secretary, Betsy DeVos, a longtime school-choice supporter in her home state of Michigan, made several high-profile attempts to support charter schools and expand private- school voucher expansion. DeVos attempted to set aside $400 million for charter schools and private-school vouchers in the 2018 federal budget, and in 2019, she promoted a $5 billion tax credit program for private-school vouchers, but neither proposal cleared Congress. During a speech in June 2020, Trump called school choice the “civil rights statement of the year.” Later that year, after widespread school closures, Trump issued an executive order allowing states to use money from a federal poverty program to help low-income families pay for private schooling, homeschooling, special education services or tutoring. His campaign website says he supports state and federal level universal school choice, and it highlights programs in Arizona, Arkansas, Florida, Iowa, Ohio, Oklahoma, Utah and West Virginia. — A.G.

School meals

The Trump administration made several attempts to roll back lunch nutrition standards that had been championed by Michelle Obama, arguing that schools needed more flexibility and the standards were leading to wasted food.

However, in 2020, a federal judge ended the Trump administration’s efforts to ease requirements for whole grains and to allow more sodium in school meals, among other changes. The administration did not follow proper procedures in easing those nutrition mandates, the court ruled. — Christina A. Samuels

School prayer

Trump has been an advocate for what his campaign calls “the fundamental right to pray in school.” As president, he issued guidance intended to protect students who want to pray or worship in school. The outcome of Kennedy v. Bremerton, the 2022 Supreme Court ruling that a football coach had a constitutional right to pray on the field after games, was shaped by the three justices that Trump appointed to the court. Some nonprofit and legal groups have criticized Trump’s positions, arguing that he muddies the separation of church and state and that the real problem is not suppression of religious freedom in schools but children who feel pressured into religious expression. — Caroline Preston

School safety, student mental health

When it comes to school safety, Trump has supported policies that prioritize the “hardening” of schools and strict disciplinary approaches. According to his 2024 campaign website, if reelected, Trump would “completely overhaul federal standards on school discipline to get out-of-control troublemakers OUT of the classroom and INTO reform schools and corrections facilities.” He would also support schools that allow “highly trained teachers” to carry concealed weapons in classrooms and hire veterans and others as armed guards at schools. Regarding youth mental health, his campaign says he would direct the U.S. Food and Drug Administration to investigate the effects of “common psychiatric drugs” and gender-affirming hormone therapy on young people.  

Vance has taken similar positions. During his 2022 Senate run, he said he supported Ohio’s new law that lowered the amount of training required for teachers to carry concealed weapons in classrooms. In Congress, he raised concerns about elements of the Bipartisan Safer Communities Act, the gun safety law passed in 2022 after the mass shooting at an elementary school in Uvalde, Texas, and co-sponsored two bills that would have altered language in the bill to permit schools to buy weapons for use in archery, hunting and sharp-shooting programs. (A similar bill introduced in the House ultimately passed.) Vance also sponsored a bill that would direct the education secretary to study the use of mobile devices in K-12 schools — a mental health concern — and establish a pilot program to support schools’ efforts to become device-free. — C.P.

Special education

The Trump administration attempted to roll back a rule that requires districts to track students in special education by race and ethnicity in order to determine if minority students are more likely to be identified for special education, face harsher discipline, or be placed in classrooms separate from their general-education peers. A judge dismissed the administration’s efforts to eliminate this policy on procedural grounds. — C.A.S.

Teachers unions, pandemic recovery

Teachers unions, unlike some other labor groups, did not work well with the Trump administration and do not back the Trump/Vance ticket. Trump’s 2024 platform advocates undercutting some of the protections teachers unions support. It says, “Republicans will support schools that focus on Excellence and Parental Rights. We will support ending Teacher Tenure, adopting Merit pay, and allowing various publicly supported Educational models.”

His administration pushed schools to reopen ahead of the 2020-21 school year but without the kinds of safeguards Randi Weingarten, president of the American Federation of Teachers, said were essential to get teachers and kids back together, in person. Trump signed two broad relief packages passed by Congress in 2020 that included more than $100 billion in aid for K-12 schools to recover from the pandemic. — Nirvi Shah

Teaching about U.S. history and race

Both Trump and Vance have attacked critical race theory and advanced concerns that K-12 teachers are stirring anti-white bias among students. As president, Trump criticized the 1619 Project, a New York Times history document arguing that the enslavement of Black Americans was central to U.S. history. He established the President’s Advisory 1776 Commission as a rebuke to the project; its January 2021 report called for “restoring patriotic education” and railed against “identity politics.” The Biden administration rescinded the commission, but Trump has pledged to reinstate it if reelected.

Vance, meanwhile, made education culture war issues central to his 2022 run for Senate. On his campaign website, he pledged to cut funding for state universities in Ohio that teach critical race theory and “to force our schools to give an honest, patriotic account of American history.” — C.P.

Title I

During each of his four years in office, Trump submitted budget proposals that would have consolidated more than two dozen programs, including Title I, the largest source of federal funding for schools. The program is intended to support services at schools that educate children from low-income families. Congress rejected the administration’s efforts to consolidate the programs — C.A.S.

Higher education

Accreditation

The Trump campaign has gone after college accrediting agencies, which serve as the gatekeepers for billions of dollars in federal student aid, claiming that the entities are part of the “radical Left” and have “allowed our colleges to become dominated by Marxist Maniacs and lunatics.” (The fact that some accrediting agencies have added or considered standards related to diversity, equity and inclusion also has drawn ire from many on the right.)

In a video posted to his campaign site, Trump pledges to “fire” existing accrediting agencies. The government does have regulations that these entities must follow, but revoking their recognition would require a lengthy Education Department review.

Trump goes on to say that he would open applications for new accreditors to impose standards that include “defending the American tradition and Western civilization, protecting free speech, eliminating wasteful administrative positions that drive up costs incredibly,” and “implementing college entrance and exit exams to prove that students are actually learning and getting their money’s worth.” Sarah Butrymowicz

Affirmative action

Both Trump and Vance have taken a hard stance against affirmative action and diversity initiatives. Trump celebrated the Supreme Court’s 2023 ruling banning affirmative action in college admissions, calling it a “great day for America.” “We’re going back to all merit-based — and that’s the way it should be,” he wrote on TruthSocial.

Following that decision, Vance wrote a letter to college presidents warning, “The United States Senate is prepared to use its full investigative powers to uncover circumvention, covert or otherwise, of the Supreme Court’s ruling.” Last December, he introduced a bill to create an inspector general’s office to investigate discrimination in college admissions and financial aid, which would take federal aid away from colleges found in violation. — Meredith Kolodner

Community college

Trump has said people don’t understand what community colleges are and suggested they be renamed vocational or technical colleges (though they are not the same thing). He has not supported tuition-free community college, but last year, he pitched the idea of a free online college he called American Academy, be paid for by taxes on private universities. Experts have said this plan is unlikely to take hold. — Olivia Sanchez

DEI

As the agitation about DEI initiatives intensified in 2020, Trump issued an executive order that banned diversity training that was “divisive,” which applied to federal agencies and recipients of federal grants, including universities.

Vance has also criticized DEI initiatives, calling them “racism, plain and simple.” Last December, he wrote a letter to the president of Ohio State University, probing its hiring practices and its curriculum. “If universities keep pushing racial hatred, euphemistically called DEI, we need to look at their funding,” he wrote on X. — M.K.

For-profit colleges and universities

Trump has long been seen as a friend of the for-profit college sector. Before he became president, he ran the for-profit Trump University, which trained students for careers in real estate. He was subsequently sued by former students who claimed the college had misled them; the case was settled with a $25 million payout. While in office, he took several steps to make it easier for for-profit colleges to thrive, and enrollment at those institutions began to rise in 2020. His administration rolled back the Obama-era gainful employment rule, which required for-profit colleges to meet certain benchmarks to ensure that a majority of graduates were making enough to pay back their loans. As president, Trump vetoed a bill that would have provided debt forgiveness to veterans defrauded by for-profit colleges.— M.K.

Free/hate speech

Trump considers himself an advocate of free speech, but he has attacked the speech of others and drawn criticism for comments about immigrants and other groups that some argue amount to hate speech.

In 2019, Trump signed an executive order requiring that colleges and universities commit to promoting free speech and free inquiry to continue receiving research funding from 12 federal agencies. He said this was to protect conservative students from being silenced and discriminated against. “Under the guise of ‘speech codes’ and ‘safe spaces’ and ‘trigger warnings,’ these universities have tried to restrict free thought, impose total conformity, and shut down the voices of great young Americans like those here today,” he said when signing the order.

Vance also has argued that conservative students are being silenced on college campuses. When he was running for Senate, Vance gave a speech entitled “Universities are the enemy” in 2021, calling the institutions corrupt and arguing they disseminate lies rather than truth and knowledge.

In the same speech, he called his alma mater, Yale University Law School, “clearly a liberal-biased place” at the time he graduated in 2013, adding that when he returned five years later to promote his book, “it felt totally totalitarian.” “It felt like the sort of place where if you were a conservative student who had conservative ideas you were terrified to utter them,” Vance said. — O.S.

Pell grants

The Trump administration proposed cutting the Pell grant surplus fund twice, including a proposed $3.9 billion diversion that would have funded several unrelated initiatives, including a NASA plan to take astronauts back to the moon. Though dipping into the Pell reserves wouldn’t have affected students already awarded Pell grants, education advocates argued that it would have imperiled funding for future students. None of these proposals were approved by Congress. A Trump plan to allow students to use Pell grants on short-term programs was unsuccessful.

Trump proposed formalizing an Obama-era pilot program that made incarcerated people eligible for Pell grants. Congress approved this expansion in the FAFSA Simplification Act passed in December 2020. — O.S.

Student loan forgiveness

As president, Trump proposed eliminating the Public Service Loan Forgiveness program, which wipes out loan debt for people who work in the public sector or nonprofits. During his tenure, the Department of Education also stopped enforcing a regulation that provided an avenue for debt relief to students who had been defrauded by their colleges.

Trump praised the three justices he appointed to the Supreme Court for their votes to strike down Biden’s broad debt forgiveness plan. He has attacked the Biden administration’s continued efforts to cancel debt as “vile” and “not even legal.”

Vance has taken a similar stance on large-scale loan forgiveness, saying on X, formerly known as Twitter, that “Forgiving student debt is a massive windfall to the rich, to the college educated, and most of all to the corrupt university administrators of America.” But he did co-sponsor a bipartisan bill earlier this year that would allow parents to get loans discharged if their child became permanently disabled. — S.B.

Workforce development

Federal funding for career and technical education, which had been stagnant for more than a decade before Trump came into office, rose significantly during his administration. In 2018, Trump renewed the Carl D. Perkins Career and Technical Education Act — one of states’ primary sources of federal funding for CTE programs – and reduced regulations on how states are required to spend the money. In 2020, he proposed one of the largest-ever increases in funding for career and technical education, even as he sought to cut the overall budget for the Department of Education. 

Trump also established an advisory council tasked with developing a national strategy to train people for high-demand jobs. His campaign website says he plans to provide “funding preferences” for schools that help students find internships and jobs and for schools that have career counselors for students. His website also highlights the Cristo Rey Network — a group of Catholic schools across the country where students are required to work at part-time, entry-level jobs one day a week during the school year throughout high school. — A.G.
